Primary Responsibilities:
Plan, manage and coordinate in a cost-effective manner the Quality Assurance Program for maintenance and engineering functions that provides auditing of the management system, and of maintenance functions which will ensure that the organization is:
- Complying with applicable regulations and standards
- Satisfying stated operational needs
- Identifying undesirable conditions and areas requiring improvement; and
- Identifying Hazards in maintenance operations
Implement a Quality Assurance Program that will also verify the conformity of the organization with the conditions and restrictions of CEB Air Operator Certificate (AOC), and in compliance with applicable regulations and standards of Cebu Pacific.
Conduct external and internal quality audits in accordance with the approved Annual Quality Audit Plan.
Monitor field activities of maintenance and ground operations through audit, that the standards required by the Operator and the regulations of the Authority are being carried out under the supervision of the relevant required management personnel.
Participate in the quarterly conduct of the Executive Safety Review Board (ESRB), the monthly Airline Safety Review Committee (ASRC) and the Safety Review Committee (SRC) meetings to undertake a comprehensive review of the Quality Management Systems for Maintenance and Engineering and other departments assigned to QA Maintenance and assess its effectiveness and determine or recommend as necessary changes in the applicable process and procedures relative to the system.
Basic Qualifications:
Must have a relevant engineering degree or Aviation Maintenance Technician (AMT) License with airframe and power plant ratings acceptable to the Authority.
Must have been in a leadership or executive position in a security related role.
Must have relevant operational and auditing experience for at least 5-10 years.·
Formal training or certification as quality auditor is an advantage.
Formal training in risk management is an advantage.
Any training/certification in any of the following is an advantage:
o Internal Quality Audit
o IOSA Airline Auditor Course
o Quality Management System
o Safety Management System (SMS)
o Philippine Civil Aviation Regulations Awareness
o Aviation Security Awareness
o Human Factors Training
o Maintenance Control Manual Indoctrination
Should have practical experience in:
o Application of aviation safety standards and safe operating practices;
o Appropriate management experience in comparable organizations;
