Deputy for Field Technical Support

POSITION SUMMARY
The Deputy for Field Technical Support supports the Project Lead in the technical and programmatic management and oversight of a large, complex, and externally funded project with an award of more than USD $10 million. They assist in managing the project life cycle including project planning, work plans, implementation, monitoring, evaluation, ensuring results-oriented technical components, and high-quality and timely deliverables and reports.
The Deputy for Field Technical Support oversees the coordination and the assignment of field implementation and advises on adaptive management strategies and capacity building needs to ensure project success. The Deputy for Field Technical Support works closely with the Palawan Landscape Director concurrently serving as the Deputy for Field Operations of the Project. The Deputies represent CI as a key technical resource and build alliances/engage key external stakeholders including government and NGO officials, donors, and others critical to project success, and serve as the Acting Project Lead when that individual is unavailable.
RESPONSIBILITIES
The Deputy for Field Technical Support will support the Project Lead in managing deliverables for forest protection and restoration in terrestrial and mangrove forests, and carbon and biodiversity components. The Deputy also manages the technical staff working on GIS, M&E, and external consultants working on forest protection, restoration, carbon, and biodiversity. Together with the Deputy for Field Operations, the Deputy for Field Technical Support provides leadership for the successful implementation of the Community, Conservation, and Natural Climate Solutions Project in Southern Palawan, Philippines.
The Deputy for Field Technical Support will have the following key responsibilities:
Provide day-to-day leadership and high-quality delivery of field implementation for the following project components:
Improved Sustainable Land Use and Management
Sustained Restoration and Protection of Mount Mantalingahan Landscape
High-Quality Terrestrial and Blue Carbon Verified, Validated, and Registered Benefiting MMPL Communities
Improved Community Supported Biodiversity Management
Implemented Efficient Project Management and Monitoring and Evaluation
Provide supervision, support, and direction to the project's local field/technical support teams and external technical support services to ensure effective project implementation across the five components.
Manage consultants and review consultant reports in accordance with project standards and donor requirements.
Ensures that program implementation is undertaken in accordance with CI regulations and procedures, including technical implementation of delivery partners.
Assist with annual work planning, budgeting, and overall program financial management as required.
Facilitate knowledge management, communications, and information flow from the field level to national and global levels, ensuring that all internal and external stakeholders are updated.
Oversee the development of project reports, annual work plans from various teams under the five components, and other documents as required by the donor and partner organizations.
Participate in regular site visits to the project areas to assure project progress towards activity objectives and goals.
Coordinate with the Palawan Managing Director and the Project Lead on engaging with any other projects within the landscape and the province including implementation of joint activities.
Oversee the performance of teams under the five components and work with the Project Lead and /or Deputy for Field Operations to resolve any human resource issues.
Perform other duties as required.
WORKING CONDITIONS
This position is based in Puerto Princesa City, Philippines.
Frequent travel to the project site and other office locations.
Comfortable working outdoors for extended periods.
Ability to work extended work hours to meet project deadlines.
QUALIFICATIONS
Required
Bachelor's Degree in a relevant discipline or field related to the objectives of the project.
At least 7 years or more of related experience in similar program management positions.
2 or more years of experience supervising and motivating others including multi-disciplinary teams with proven experience hiring, training, and supervising teams of international and local staff.
Direct project management and technical experience in the conservation, NGO, advocacy, or related arena.
Experience and knowledge of relevant donor regulations, policies, and procedures with demonstrated success managing projects of similar scope and scale preferred.
Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, and local and international staff.
A record of success in influencing and partnering with key stakeholders and raising funds.
Ability to work well under pressure, multitask, set priorities, and deliver quality results
Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor-approved monitoring and evaluation systems.
Excellent written and verbal communication skills with written and oral English fluency.
Proficiency in Microsoft Office Suite, including Word, Excel, and Outlook.
Preferred
Advanced degree.
Understanding the socio-economic, cultural, political, and environmental issues facing Palawan province and its indigenous peoples and local communities is strongly preferred.
Experience working collaboratively with diverse stakeholders and government bodies in the province of Palawan
