Project Description
The Philippines Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Project, funded by the U.S. Agency for International Development (USAID) is a $22 million, 5-year project with a period of performance from July 2020 through June 2025, that aims to improve the way that natural resources and the areas from which these are derived are governed and address the drivers of natural resources insecurity by addressing both the supply of and demand for natural resources. The Project is expected to help reduce environmental crimes and unsustainable environmental practices, sustainably manage the natural resources sector, and improve the governance of natural resources in the country.
Position Description
RTI is seeking a Deputy Chief of Party of Finance and Admin for the Philippines SIBOL Project. The DCOP of Finance and Admin will be responsible for supporting the Chief of Party in all operation and management aspects of the project. This position will be responsible for the overseeing all financial management, procurement, sub-grants, logistics, HR, security, operations, and compliance on the project. The DCOP of Finance and Admin will coordinate with in-country staff, subcontractors, and be a liaison to relevant home office departments and regional office staff in order to help keep the project on track, with the primary responsibility of assuring that operational and administrative processes facilitate technical implementation. Candidates should possess a mix of strong management, administrative, sub grant experience and communication skills.
Responsibilities of the DCOP of Finance and Admin include, but are not limited to:
Support the Chief of Party in all operation and management aspects of the project.
Ensure proper administration of the project and oversee all financial, procurement, subawards, and operational areas of responsibility.
Monitor and review project budget and expenditures, financial forecasts, working with business partners to ensure compliance with corporate and client regulations.
Responsible to ensure project financial goals are met.
Responsible for the accuracy of project timelines, tasks, milestones, resource requirements, costs, risks and execution.
Produces operational reports and updates for deliverable reporting and project success stories.
Responsible for cost share management process, including supporting the techincal leads in identifying opportunities, managing the documentation, and reporting of cost share, and tracking the life of project cost share requirements and achievements.
Collaborate with Chief of Party to identify and manage risks and actively participates in the resolution of performance issues with project staff and sub-contractors or sub-awardees.
Assist Chief of Party in managing all aspects of staffing and creating/maintaining a clear organizational structure with specific roles, responsibilities, and reporting lines.
Supervise the Finance Manager, Finance Assistant, IT Specialist, and HR manager as well as the three Field Office Team Leads in three field site offices.
Supervise all operational aspects of the project and ensure compliance with USAID financial and administrative regulations as well as RTI operational, procurement, financial and human resource policies and procedures.
Work and liaise with the home office PMU to monitor and track subcontractor implementation reports (including budgetary information) based on the reporting and milestone schedule.
Develop partnerships with client, implementers, and stakeholders and foster coordination.
Qualifications:
Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience.
Ten (10) years of progressively responsible experience implementing projects that are similar to this activity in terms of complexity, scope, and budget
Familiarity with USAID and U.S. Government regulations, policies, and procedures.
Demonstrated skills in building, mobilizing, and leading multidisciplinary teams, with at least five (5) years of direct management/supervisory experience.
Proven ability to work under pressure, and with multiple concurrent demands.
Excellent communication, interpersonal, and organizational skills.
Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representatives, and senior-level staff.
Verbal and written fluency in English required.
