EpiC is a five-year global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.
Job Description:
The Database Specialist will work closely with the EpiC HIV Senior Strategic Information Advisor and the DOH-EB NHSSS/HIV Unit Manager to ensure proper functioning of the HIV information system which sources the project data and M&E deliverables. S/he will lead the introduction of innovations in the surveillance system and the development and dissemination of tools, materials, and reports related to the information system. The Database Specialist will provide support in the implementation of M&E systems and procedures per USAID guidelines, which includes data collection, analysis, and reporting on key indicators (output, outcome, and impact) for the program. S/he will undertake activities to support reviews of programs and/or country M&E systems and strengthening actions.
Position Responsibilities:
Provide technical support to the DOH-EB HIV Unit Manager in managing, maintaining, and developing the electronic information system platforms of the National HIV/AIDS & STI Surveillance & Strategic Information (NHSSS) Unit, principally, the One HIV/AIDS & STI Information System (OHASIS).
Lead and advise in the transition of various disease surveillances of the NHSSS Unit towards the newly established HIV & STI Electronic Medical Records (EMR)-based information system (HEIS), OHASIS.
Plan, design, develop, and optimize the new and existing modules, features, algorithms, database, and schemas for HEIS.
Manage the development and testing of new system functions, facilitate deployment of system improvements at various levels, and guide the Electronic Database Manager (EDM) and DOH-EB HEIS team in enhancements and system orientations.
Review and enhance existing database security protocols and guide the EDM and DOH-EB HEIS team in developing and enforcing new policies, procedures, standards, and controls.
Coordinate with local and international partners, and external consultants regarding but not limited to HEIS development
Develop workflows and standard protocols in addressing system issues and software bugs.
Advise in the development and enhancement of the integrated data dashboard.
Ensuring proper integration of existing EMRs and other information systems in the country for enhancement of the Interoperability Layer.
Develop proper flows and APIs to be utilized by third-party software in integration to the OHASIS Ecosystem.
Provide technical assistance for existing and emerging surveillances for HEIS Integration.
Supervise the constant assessment and monitoring of hardware functionality and compatibility and identify the need for upgrades.
Explore and test new technologies for the continuous enhancement of the OHASIS Platform.
Lead, mentor, capacitate and guide the EDM and DOH-EB HEIS team regarding data processing and maintenance.
Ensure that innovative reporting requirements for USAID-PEPFAR and EpiC HIV are integrated into the national reporting system.
Performs other related duties as assigned and agreed upon.
Education and Required Experience:
Bachelor's Degree in Public Health, Allied Health, Computer Science, Information Technology, or any related field with at least 3 years' experience in managing and maintaining HIV & STI-related databases
At least 1-year supervisory experience
Proficiency in Microsoft Office software programs
Proficiency in software development languages (HTML, CSS, PHP, Apache, MySQL, PostgreSQL, JavaScript, jQuery, Django)
Adept understanding of development frameworks (Laravel, Fomantic UI)
Proficiency in data wrangling and programming languages (R, Python, QGIS)
Excellent written and verbal communication skills (English and Filipino)
Familiarity with different deployment and production environments (Windows, Linux, Android, iOS)
Strong analytical and problem-solving skills
Experience with project management and setting up of various version control systems.
Technical competence in the field of health information systems
Can work independently and assist with multiple projects, priorities, and location
