About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the Government of the Philippines to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position
The approved Annual Work Plan Year 4 (AWP4) identified three major areas of technical assistance - leadership development, process improvement, structure deployment of MBHTE. These are translated into activities that will be implemented in MBHTE's six subsystems: 1) process, 2) systems and technology, 3) structure, 4) leadership, 5) values and standards, and 6) people. The inter-dependent activities will contribute to MBHTE's reform agenda that is based on BARMM's moral governance and MBHTE's movement toward one ministry. The synergy and integration of HROD activities will contribute to intermediate outcomes IO5 - Institutions are better at collaboratively formulating, implementing and monitoring inclusive policies and IO2 - Improved quality, effectiveness and management of K-3 teachers. As an influence activity it will establish necessary organizational capacities in the identified priority areas: HR systems, performance management system, education program management, leadership structures, processes and competencies and managing the change process for implementing the transition structure of MBHTE at the regional level.
The process improvement for HR systems and MBHTE's organizational performance management (OPM) system are currently being implemented by a service provider. Another major process improvement requirement is focused on curriculum development and review. This technical assistance (TA) will contribute to HROD's objective of assisting MBHTE in improving and aligning major management processes and structures to ensure effective, efficient, inclusive and relevant education programs and services. The TA will undertake the following major tasks: 1) process mapping of curriculum development and implementation across the three levels of governance, from the region to the schools and vice-versa; 2) assessment of current structures and structure requirements of these processes in the different offices at the region and division levels. 3) It will determine cross functional alignment of processes and structures within each sub-ministry and across sub-ministries, especially for Basic Education and Madrasah. 4) It will also engage a process improvement cohort from MBHTE who will be provided with working knowledge and skills on continuous improvement, and will implement trial runs of doable process improvements in their respective areas. The outputs of this TA are presented in the next section. These will be linked with the current process mapping that is being undertaken in the HR and OPM systems and with the development of the Teacher's Learning and Development system.
An individual service provider is needed to undertake the process mapping and structure alignment for curriculum development and implementation. The engagement will be for five months (intermittent) with online meetings and one face to face conference on-site (Cotabato City and nearby areas with sample Schools Divisions) when such activity is already permitted in the areas. The individual service provider may have his/her own team of two or three. A local team member is required for on-site process and structure validation.
The individual service provider must submit a proposal that presents the approach and research methods (including sampling method) for undertaking this Technical Assistance. S/he must also present the conceptual framework that explains the rationale for the approach and the methods and how the outputs of this Technical Assistance will contribute to the stated HROD objective. Along with the proposal, the individual service provider must also submit the CVs (maximum 4 pages) of his/her team. Note that this is a fully costed activity so please include all the relevant costs on your budget proposal.
Primary Duties and Responsibilities:

The responsibilities of the consultant do not involve contact and working with children or young people.

Duties:
The key responsibilities of the individual service provider include, but are not limited to:
Assist Organizational Development and Information Systems Advisers in preparing MBHTE and the target respondents for the research;
Engage an identified MBHTE process improvement cohort from the region and school divisions who will be provided with continuous improvement skills and assist the service provider in this TA;
Undertake process mapping of the following major processes:
*Curriculum development, review and contextualization;
*Learning delivery (teaching and learning processes);
*Learning assessment;
*Management of curriculum implementation (instructional supervision, learning materials, pedagogy);
Analyse the regional, division and school structures involved in the different processes and sub-processes;
Analyse alignment with DepED Central Office mandates, functions and processes;
Analyse alignment with other on-going process and systems improvements in MBHTE that are assisted by Pathways;
Provide specific recommendations for process improvement and structure alignment and strengthening and determine the viability of these improvements within a short (within one year) and medium term (within two years) time frame;
Validate the findings and recommendations with key MBHTE officials and relevant Pathways advisers. This may include consulting with DepED national;
Together with the process improvement cohort, develop a change management plan for the immediate implementation of improvements in specific areas (region and division), as part of the trial run of the process and structure improvement;
Create presentation packages for the outputs and recommendations of the TA;
Submit all narrative and visual reports together with the terminal report.
Major outputs and schedule of delivery and payment are indicated below:

Required Qualifications:
Qualifications and Experience: The individual service provider must possess the following qualifications, experience, skills and competencies:
Have undertaken process mapping and continuous improvement in complex public organizations within the last 10 years;
Experiences with educational institutions, especially with the Department of Education, will have additional points;
With substantive engagement in conducting quality management in various public and private institutions;
Have related experiences related to organization development, especially for process and systems improvement;
Have related experiences in curriculum delivery, development and assessment;
Have a degree in the field of management engineering or industrial engineering or related sciences;
Have a post graduate degree in management or related fields in social sciences (desirable).
Team members may include:
Specialist with substantive experience in structure review, especially with government structures. Experience in BARMM will have additional points;
Specialist with experience in organization development, especially in change management.
