Responsibilities:
Develops the cost estimate of project activities and services, including staff, manpower, construction equipment/consumables, assets, plant materials, subcontracts and contingencies, leveraging whenever possible historical costs and standard unit cost.
Prepares baseline cost estimate at different stages of project development used for pricing review, budget planning, cost control and selection of contractor.
Provides critical cost estimates to proponents (Strat Plan, Portfolio Management, Project Management Etc.) for D1, D2, E and possibly C.
Develops the cost estimate of project activities and services, including staff, manpower, construction equipment/ consumables, assets, plant materials, subcontracts and contingencies, leveraging whenever possible historical costs and standard unit costs and assess cost of all project activities including Overhead Contingency and Miscellaneous such as management, engineering, procurement services, construction, commissioning.
Identifies the critical materials to be estimated on vendor quotations basis.
Performs selection of the reference vendor quotation to be included in the cost estimate.
Acts as resource person in bid reviews, clarification, evaluation or negotiation.
