Cost Estimating Engineer (PROJECT BASED)Manila Water Company, Inc.

Responsibilities
Spearheads establishment of correct unit cost references or benchmarks for Manila Water's materials, equipment and labor works which can be used in project cost estimating, bids evaluation and negotiating contracts and as a source for reference cost for rate rebasing exercise; for including setting up of operating cost standards for operational productivity measurements.
Conduct research on unit cost derivation and current levels in the water industry both locally and internationally.; develops and manages and updates cost database.;
Ensures that guidelines and laws relating to budgeting are followed in projects in compliance to regulatory requirements.
Develops the cost estimate of project activities and services, including staff, manpower, construction equipment/consumables, assets, plant materials, subcontracts and contingencies, leveraging whenever possible historical costs and standard unit costs.
Creates and updates service level agreement / framework agreements costs used for operational activities.
Evaluates the proper scoping and costing of operational expense billings.
Provides rates for water service connections, meter testing/calibration fees and equipment rentals due to customers and contractors.
Act as commercial support for projects
Qualifications
Must be a licensed Electrical or Mechanical Engineer
With at least 3 years actual work experience in quantity surveying, construction work and has background in both engineering and project management.
With knowledge in procurement, taxation and types of contracts
Experience in cost planning, bill of quantities, pre‐tender estimates, commercial management and project post contract activities is an advantage
Preferrably a member of Philippine Institute of Certified Quantity Surveyor or Any International Quantity Surveying Organization
