Organizational Setting
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines
The Consultant on Veterinary Formulary will be under the overall supervision of the FAO Representative in the Philippines, guidance of the Assistant FAO Representative for Programme and the direct supervision of the Antimicrobial Resistance (AMR) Project Technical Specialist, with the technical supervision the Lead Technical Officer in Regional Office for Asia and the Pacific (RAP).
Technical Focus
The project will support the engagement of the food and agriculture sector in selected countries in the development and implementation of National Adaptation Plans (NAPs) on Antimicrobial Resistance (AMR), with a focus on several of the key factors identified above namely regulatory platforms, legislation, capacity to collect data on antimicrobial use (AMU), AMR, and antimicrobial residues and improving practices to minimize the need for and use of antimicrobials and transmission of AMR along the food chain.
Tasks and responsibilities
The consultant shall perform the following responsibilities:
Review the current Veterinary Formulary, and work with the Bureau of Animal Industry, the different professional organizations and collegial bodies which have relevant roles in the diagnosis of animal diseases in their particular practices, and in the process consolidate the following:
a. Current disease problem(s) in the country which can be considered as common or endemic, to include other diseases which may not be endemic but present in the country, which they have encountered,
b. Identify veterinary medicinal products (VMP) that have been in use in the country, in treating the diseases mentioned in "a",
c. Arrange meeting where 'a' and 'b' can be further discussed and finalized. * Work with OIE and FAO guidance document on rational use of antibiotics (as available) and prepare a draft of the updated Veterinary Formulary which will take into account all inputs from the BAI,professional, collegial organizations, in harmony with existing international guidelines on antimicrobial use,
Lead the consultation process with relevant stakeholders and identify strategies that will allow finalization of the draft formulary
Develop a final draft of the updated Veterinary Formulary based on stakeholder consultations, for endorsement of the project to DA-BAI
Submit a progress report
Submit a final report with the final draft of the updated Veterinary Formulary
Carry out any other relevant duties within his/her technical competence as may be requested by the FAO Representative
Minimum Requirements
The candidate must be a graduate of Doctor of Veterinary Medicine (DVM)
At least 5 years of work experience in the industry-government or private sector with substantial dealings on issues on antibiotic use and regulation
A national of Philippines

Working knowledge on the Agriculture and Fisheries Modernization Act (AFMA), the Food Safety Act of 2013, GAHP and familiarity with relevant programs in the livestock and poultry industry
Institutional knowledge in government policies and regulations for the animal industry.
Strong understanding of United Nations and FAO's work
Experience working for a development and/or humanitarian organization
