Purpose of the consultancy
This consultancy will support the Office of the Regional Director's Information Products and Services unit (RDO/IPS) coordination and monitoring of the approvals process for WPRO's publications and to facilitate the execution of a number of photography and videography projects on priority topics for the Regional Office, including the Regional Director's (RD) Report. It will contribute to the delivery of high-quality communications and corporate products ahead of the 73rd Regional Committee Meeting in 2022.
Background
The WHO WPRO Multimedia Library (MML) is one of the most important resources for information products produced in WPRO. Used by WHO and WPRO colleagues alike, Member States and Partners, the database requires extensive coordination and collaboration with multiple technical units to produce, catalogue and publish images that are timely, relevant and of the highest quality for all users. Due to ongoing movement restrictions imposed by the COVID-19 pandemic, the WPRO IPS team has had to adapt its existing processes for capturing still photography and video footage across the Region. IPS must engage professional videographers and photographers for its projects to ensure that MML gaps are filled, and that Technical Units are supported to visually represent their programmes. This work requires significant coordination, and the IPS unit is seeking the support of a consultant to ensure the delivery and production of these projects, as well as to support the general review of teams' proposals for such products and publications in the Region ahead of seeking managerial approval.

Work to be performed
Under the supervision of the RDO/IPS Lead and Executive Director, and in collaboration with colleagues in the Western Pacific Regional Office, particularly the Communications Unit, the consultant will be responsible for delivering the following:
Output 1: Support to deliver special photography projects to populate the Multimedia Library and use in products, including the Regional Director's Report:
Deliverable 1.1: Collaborate with Divisional focal points, Technical Units and Country Offices to commission and produce professional still photography and video footage for priority WHO regional health projects which have shown progress and impact.
Deliverable 1.2: Identifying, recruit, brief and plan the work of photo/videographers and mediate between COs and Library to ensure successful capture of technically accurate material and submission of material and approved captions.
Output 2: Support to commission and produce professional photography and videos for use in communications campaigns such as 'People of the Western Pacific', publications and high-level meetings including the Regional Committee Meeting:
Deliverable 2.1: Collaborate with Divisional Focal Points, Technical Units, Country Offices and Partners to identify and tell the stories of citizens around the Region that are passionate about or have been impacted by health issues as identified in For the Future.
Deliverable 2.2: Identify, recruit, brief and plan the work of videographers, mediating between stakeholders to produce videos for the Communications Unit.
Output 3: Preparation and production of the RD Report
Deliverable 3.1: Work with PUB to support the development photo and related content for the RD Report, including monitoring and sourcing of relevant photos, graphics, technically accurate captions while liaising with Divisional focal points and the graphic designer as required.
Perform other related tasks as assigned.
Specific requirements
Qualifications
University degree in Communications, Journalism, Public Relations, Public Health, Political Science, International Relations or a related field is essential. Advanced university degree in related courses is desirable.
Experience
Minimum of 5 years of combined experience in project management and publications production including experience of strategic communications. The consultant should have experience of working within the UN system or with UN partners, especially related to global health initiatives. The consultant should have experience in the production of photography and videography projects. Direct experience with WHO is preferred.
Skills and knowledge
Knowledge and skills in photo/video production, project management, and communications.
Language
Written and spoken fluency in English is essential.

Place of assignment
Work will be carried out remotely, with potential travel to WPRO (Regional Office or Country Office requiring support) with due consideration to lockdowns and travel restrictions at the time.
Medical clearance
Medical clearance is not required.
All travel arrangements will be made by WHO - WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant's responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
