EpiC is a five-year global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.
Objective:
One of the key components in ensuring the efficiency of programs and response strategies is having a robust recording and reporting system to monitor the progression of the epidemic. Given the increasing number of facilities providing services, there is also an increasing need to monitor the epidemic in each sub-unit. In 2021, the One HIV, AIDS and STI Information System (OHASIS) was launched by the Department of Health - Epidemiology Bureau (DOH-EB) as the primary monitoring system of the country for HIV. It is envisioned to be used at various levels of service delivery. In this regard, with the increasing number of users and reporting facilities, there is a need to establish HIV-specific guiding principles and protocols on data security, confidentiality, and privacy.
Job Summary:
The consultant is expected to perform the following functions:
· Coordinate with DOH-EB, implementers, and other key stakeholders for expectations and current efforts.
· Conduct in-depth functional assessment of OHASIS and other related systems.
· Conduct in-depth vulnerability assessment of OHASIS and other related systems.
· Review all existing security and privacy protocols related to HIV data.
· Develop and/or enhance existing protocols and policies on data security, confidentiality, and privacy covering the national, regional, local, and facility level.
· Develop training manuals and materials for ensuring data security and privacy of HIV-related data.
· Develop final assessment/progress report and submit recommendations for continuing quality data security and data privacy to EpiC Philippines and DOH-EB.
· Lead and conduct training for national and local partners on continuing vulnerability assessment, maintaining security and privacy, and proper handling of data breech.
Education and Qualifications:
· Bachelor's Degree in Computer Science, Information Technology, Allied Health, or any related field.
· At least 5 years of relevant work experience on program monitoring and/or data management and analysis experience, preferably in health or HIV-related projects.
Required Skills:
· Proficiency in Microsoft Office software programs**
· Basic understanding of software development scripting language (HTML, CSS, PHP, Apache, MySQL, Javascript, JQuery)**
· Basic understanding of PHP Frameworks (CodeIgniter, Userfrosting)**
· Ability to work independently with minimal supervision and work with others effectively.
· Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations.**
· Excellent writing and verbal communication skills, in both English and Filipino.**
Supervision and Reporting:
The Consultant for the Enhancement of HIV Data Security and Data Privacy Guidelines and Protocols is supervised and evaluated by the Senior Strategic Information Advisor, in collaboration with the DOH-EB.
