EpiC is a five-year global project funded by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). The project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In the Philippines, EpiC will work in the Greater Metro Manila Area (Metro Manila, CALABARZON, Central Luzon) to address critical gaps and bottlenecks in the HIV response by expanding HIV case finding in the community, upscaling of PrEP implementation, and strengthening treatment initiation, adherence, and retention support for people living with HIV (PLHIV). Further, EpiC Philippines aims to build the capacity of local, community-based KP organizations and work closely with the government of the Philippines to deliver HIV services tailored to the needs of KPs.
Objective:
A major component in improving programs is ensuring that enough evidence is available to support changes and innovations in service delivery. The Philippines is known to have a strong centralized surveillance and strategic information system for national programming. Along with the growing decentralization of program strategies and interventions, the Department of Health - Epidemiology Bureau (DOH-EB) launched the One HIV, AIDS and STI Information System (OHASIS) in 2021 to also decentralize data management and access to strategic information. OHASIS is envisioned to be used at various levels of service delivery and provide different implementers real-time data for improvement of program strategies at their level. In this regard, the standardization of capacity building mechanisms for local data managers surfaced.
Job Summary:
The consultant is expected to perform the following functions:
· Coordinate with DOH-EB, implementers, and other key stakeholders on expectations and current efforts.
· Conduct in-depth review of existing training modules for data management and analysis.
· Conduct in-depth capacity needs assessment across different types of service providers.
· Develop/Enhance the standard manual of operations (MOP) and/or training manual/modules for local data management and analysis in collaboration with EpiC Philippines and DOH-EB.
· Finalize training manuals and materials for local data management and analysis.
· Lead and conduct training for local data managers in collaboration with EpiC HIV Philippines and DOH-EB.
· Coordinate, collaborate, and provide final progress reports, MOP/training manual, and training materials to EpiC Philippines and the DOH-EB for continuity of knowledge and skills management.
Education and Qualifications:
· Bachelor's Degree in allied or public health, social sciences, statistics, or any related field.
· At least 5 years of relevant work experience on data management and analysis experience, preferably in health or HIV-related projects.
Required Skills:
· Proficiency in Microsoft Office software programs**
· Basic knowledge on data management software, such as STATA, R or SPSS; work with HIV-related data preferred.
· Knowledge on training and leaning modules development preferred.
· Ability to work independently with minimal supervision and work with others effectively.
· Excellent interpersonal communication skills and ability to work effectively with a variety of audiences and organizations.**
· Excellent writing and verbal communication skills in both English and Filipino.**
Supervision and Reporting:
The Consultant for the Development and/or Enhancement of National Training Modules for HIV Data Management and Analysis for the Local Partners is supervised and evaluated by the Senior Strategic Information Advisor, in collaboration with the Department of Health - Epidemiology Bureau.
Work Location: Manila, Philippines
Target Engagement Period: 30 working days distributed from June to September 2021
