Project Overview and Role:
The primary goal of SPEED is to increase SMEs participation in the digital economy. This activity will primarily focus on business-to-business (B2B) and business-to-consumer (B2C) type of e-commerce transactions. To expand the participation of the SME sector, this activity will (1) improve SME capacity and access to e-commerce platforms; (2) expand and increase the use of e-payment systems and other FinTech innovations; (3) improve the integration of e-commerce platforms with logistical supply chains; and (4) increase consumer awareness and protections. Subject to availability of funds, USAID anticipates that this activity or activities will be implemented over a period of four (4) years with one (1) option year.
The Component Lead for Logistics Integration will manage Component 3 "Improve the integration of e-commerce platforms with logistical supply chains," and reports directly to the SPEED Chief of Party. S/He will lead activities in working with various stakeholders to implement activities targeted to identifying the constraints to greater and more cost-effective logistics service delivery and determine methods to promote greater availability and SME access to logistics services in the Philippines.

Location: Manila, Philippines
Primary Duties and Responsibilities:
Works with the Chief of Party and other Component leads to coordinate technical direction and strategy development for implementing activities aimed at expanding logistics services to SMEs, support integration between e-commerce platforms logistics providers, and overall increasing SME accessibility to logistics service delivery in the Philippines.
Leverage and develop ongoing relationships with key private sector partners, logistics service providers, SME organizations and associations, SMEs, government officials, consultants, donor-funded projects and other stakeholders to complement and facilitate SME programming across the Philippines.
Provide technical and management support to promote the growth of new and existing SMEs in the Philippines as well as promote the integration of SMEs into the local and international digital economy
Manage team members, consultants, and other resources to achieve project outcomes.
Draft and provide input to technical deliverables.
Required Qualifications:
Five (5) years experience in managing teams, project design and planning, budgeting, and/or monitoring and evaluation.
Relevant Master's degree and/or equivalent professional experience in e-commerce, logistics/supply chain management, the digital economy, or other closely related field.
Experience supervising personnel and managing high quality technical deliverables
Excellent interpersonal and leadership skills
Excellent verbal and written communication skills
Prior experience in assisting and working with SMEs, with familiarity on issues affecting SME development in the Philippines
Working proficiency in English required
Preferred Qualifications
Experience working for large donor organizations such as USAID strongly preferred, knowledge of USAID contract management, policies, and reporting requirements preferred
