About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the governments of the Philippines and the Bangsamoro to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education, activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research and Orient Integrated Development Consultants Inc.
The program's base of operations is in Cotabato City and covers five provinces of BARMM.
Purpose of the Position
The Communications consultant is responsible for collecting a range of human interest stories on the positive impact of Pathways program activities as agreed with the Communications team. The role will involve travelling to program sites in the Bangsamoro region to interview program beneficiaries and capture high quality photos and video footage for use in a range of communication products. The position will report to the Donor Coordination and Communications Adviser and involve close collaboration to develop a schedule of planned stories and interviewee contacts. In addition to developing feature stories on a range of topics, the consultant will also be expected to provide supporting documentation and imagery, including interviewee notes, consent forms, photos, and raw video footage.
Three communications positions are available: one each for Maguindanao, Lanao del Sur and the BASULTA area.
Primary Duties and Responsibilities:
Child Protection: Level 2
The responsibilities of the consultant may involve contact and working with children or young people.
Type of employment: Short-term Consultancy (10 weeks)
Deliverables:
Schedule of agreed stories, locations and interviewees;
5-10 feature stories (as agreed) on Pathways activities (600-800 words);
5-10 high-resolution quality photos to accompany each feature story;
Interview notes and/or transcripts of all interviews;
Provision of raw video footage of recorded interviews and B-rolls to be edited into short videos by Pathways; and
All consent forms or recorded consent documentation from all interviewees and identifiable subjects in imagery in accordance with both Pathways and Australian Government requirements.
The Consultant will not subcontract any part of the Services without the prior approval in writing of the Company.
Required Qualifications:
Qualifications and Experiences: The three Communications consultants should have the following qualifications and experience:
Tertiary qualifications in journalism, communications, or relevant discipline;
Demonstrated professional experience in a communications or journalism role;
Excellent written and verbal communication, liaison and interpersonal skills;
Ability to work independently with limited supervision and to confidently engage with a range of program stakeholders;
Good skills in photography, video and sound production, including own equipment;
Ability to understand story angles and interviewing techniques;
Evidence of capability to produce high quality stories and imagery for a range of purposes and audiences;
Deep understanding of the socio/political context of the BARMM;
Ability to travel to program locations across the BARMM in accordance with security and COVID-safe guidelines; and
Familiarity with Australian Government-funded aid programs an advantage.
