Provide overall strategic vision, technical leadership, and oversight for the BARMMHealth project.
Provide an appropriate balance of technical, managerial, and interpersonal skills to lead effective implementation of project activities, including development of a dynamic learning agenda and adaptive management approach.
Make programmatic decisions and troubleshoot implementation challenges; oversee program data quality compliance, including development of data tracking and monitoring systems according to USAID standards; and oversee sub-grant development and implementation, including compliance with programmatic objectives and URC\USAID rules and regulations.
Responsible for overall financial management and administration of the project; approve local financial transactions and authorize expenditures from local bank accounts; and approve all aspects of project procurement and logistics.
Serve as spokesperson and advocate, representing the project to the donor, BARMM central and local government officials, private sector leaders, and other stakeholders; represent the project and URC at local, regional, and international fora.
Carry out supervisory responsibilities in accordance with the URC policies and applicable local labor laws, including interviewing, hiring, and onboarding employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints; and resolving problems.
Directly supervise members of BARMMHealth Senior Leadership Team as well as local and international consultants.
Interact directly and on a regular basis with the USAID/Philippines Mission to coordinate program direction and ensure effective implementation of project activities.
Required Experience & Qualifications:
Medical degree, coupled with a master's degree in Public Health, Public Administration, Business Administration, or other related field.
Minimum 10 years of experience (aggregate) in implementing health programs with FP, MCH, RH, and/or Health Systems strengthening activities.
At least five years in a COP role or other senior leadership position (e.g., DCOP, team lead, activity manager, etc.).
Experience working on USAID-funded activities with an in-depth knowledge and understanding of USAID rules and regulations.
Experience managing technical teams with focus on FP, MCH, health systems or RH programs.
Experience in managing activities focused on monitoring, evaluation and learning is preferred.
Willingness to be based in Cotabato, in the BARMM region.
Experience managing similar scope and complexity donor-funded projects is preferred; and
Strong written and spoken English, strong communication skills in Tagalog and other local languages and dialects commonly used in BARMM.
