Proposal Objective:
Social Impact is pursuing an anticipated four-year contract to provide comprehensive monitoring, evaluation, and learning (MEL) support to the USAID/Philippines Mission and implementing partner projects. The contract will provide services to improve design, monitoring, evaluation, and learning and adapting for the portfolio of projects. This activity will cover USAID-funded projects implemented in the Philippines, Pacific Islands, and Mongolia, and is anticipated to be awarded in May 2023.
Position Description:
SI is seeking a Chief of Party (COP) to provide overall strategic vision, technical leadership, and management for activities across the portfolio of projects, working closely with the USAID/Philippines Mission and implementing partners.
The position is a full-time position for the four-year duration of the project, and will be based in Manila, Philippines, contingent upon contract award.

Responsibilities:
Serve as the leader of the team, responsible for overall implementation, results, and management.
Serve as the main point of contact between USAID and other implementing partners and Social Impact, reporting to all relevant stakeholders, and as such focus efforts on the core services as well as management of the contract.
Oversee contract work plans, budgets, and reports based on expected contract outputs and results using an adaptive management approach.
Provide oversight of all technical activities, including data collection, analysis, reporting, learning and dissemination activities, and related tasks.
Ensure quality control and the overall responsiveness of MEL technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID and working environment in the Philippines.
Identify issues and risks related to contract management in a timely manner and manage the activity's financial resources in accordance with the budget as well as USAID policies and regulations.
Qualifications:
Minimum of a Master's degree in a field such as International Development, Business Administration, or another relevant field.
A minimum of 10 years of demonstrated project management experience and provision of oversight of technical activities on international development-related projects. Previous experience serving as Chief of Party for a similar USAID-funded contract preferred.
Demonstrated experience in MEL, and/or research provision, with familiarity and knowledge of USAID Collaborating, Learning, and Adapting (CLA) framework, Evaluation Policy, and other current initiatives preferred.
Strong interpersonal and oral communications and presentation skills.
Proven client-facing skills, including leadership, strategic thinking/planning, and solution-building experience.
Demonstrated experience in managing teams that have diverse backgrounds and skills.
Experience working with a diverse group of stakeholders, including donor/development organizations, government officials, civil society leaders, community leaders, and project beneficiaries.
Advanced professional fluency in written and spoken English required, knowledge of regional languages such as Tagalog and French an asset.
Similar experience in the Philippines, Mongolia, Pacific Islands, and/or regional countries preferred.
