1. Background
The Division of Healthy Environments and Populations (DHP) seeks to hire a Consultant to support the Division's work in scaling up the 'Communication for Health' (C4H) approach to its work in tobacco control, prevention of excessive consumption of alcohol, and other areas of non-communicable disease control prevention and control including physical activity. This work will include designing C4H campaign/s, and coordination with the Communications team, technical focal points of the Division in planning and developing products, and relevant WHO Country Offices to execute the campaign/s, and designing and implementation of a monitoring, evaluation and learning plan.
The Division of Healthy Environments and Populations (DHP) works to support people to live healthy and productive lives, including by supporting countries to address the common risk factors for non-communicable diseases (NCDs) including tobacco, excessive consumption of alcohol, lack of physical activity and unhealthy diets.
Communication for Health (C4H) leverages the power of communications as a tool for health. Individuals, health workers, policy-makers and government leaders make decisions every day that affect people's health. These decisions are often shaped by the information people have, the ways in which they communicate and with whom, and the psychological, sociocultural and environmental factors at play.
Evidence-based, strategic communications - that is, using communication principles and processes to target a particular audience for a specific purpose, based on known audience needs and preferences - is an extremely powerful tool for tackling complex health challenges. Whether it be promoting health-protective behaviours for COVID-19, increasing vaccination rates, reducing stigma around mental health, or advocating for inclusive health policies, strategic communication can play an important role.
Communication that understands the audience and the drivers of their behaviours and communication that is understandable, credible, accessible, relevant, actionable and timely, can improve people's awareness, shift attitudes, change behaviour and spark policy reform. This is why WHO is scaling up its use of C4H to achieve health priorities in the Western Pacific Region and is supporting Member States to apply the C4H approach for improved health outcomes at the individual, community and societal levels.
2. Deliverables
Planned timelines:
Start date: 17 January 2022
End date: 16 December 2022
The work will be performed at the Regional Office or remotely and will require planning, production and analysis of creative communications content, as well as regular interaction with Technical Units of the Division and the Regional Communications Office.
Coordination tasks: The consultant will coordinate with DHP Comms on specific C4H (communication for health) initiatives; collaborates with DHP Comms in coordination with technical units (TUs) on specific C4H pre-campaign preparations and post campaign analysis; collaborates with DHP Comms and RO COM in campaign implementation for C4H specific initiatives; and support country coordination for relevant C4H communication products.
Communication product development and production: The consultant will support development of concept notes and ToRs for C4H specific initiatives; development of key messages based on pre or post C4H Campaign implementation; support in providing strategies in identifying relevant products for C4H initiatives; content writing for media briefs, press releases and other related products; and provide possible technical program communication support as needed.
Pre and post campaign evaluation and analysis: s/he will support in development of campaign key messages for C4H initiatives; and support in identifying relevant products for campaign implementation results.
Output 1: Communication for Health support
The consultant is expected to work closely with the Communications, Tobacco Control, Alcohol Prevention and Prevention of NCDs focal points of the Division and the WPRO Communications team to produce the following deliverables.
Deliverable 1.1:
Collaboration in designing and executing C4H strategies which address common risk factors for NCDs
Support in content planning and communication product packaging
Support in content writing such as but not limited to press releases, media briefs, features stories, concept notes and other potentially relevant products
Deliverable 1.2:
Support in the monitoring, evaluation and learning of the Division's C4H initiatives
Submit a progress report for the communication programme implementation initiated
3. Qualifications, experience, skills and languages

Educational Qualifications
- Bachelor's degree in any of the following: Journalism, mass communications, development communications or related courses or significant relevant work experience to the assignment
Experience
Essential:
- Minimum 5 years of relevant work experience such as planning, production for broadcast and development organizations
- Monitoring and evaluation of communication campaigns
Desirable:
- Experience working with United Nations Agencies such as WHO, UNDP, UNICEF, FAO, UNHCR, WFP and other UN Agencies is advantage
- Experience working with public health communications is a strong advantage

- Content writing
Languages and level required
- Fluency in written and spoken English is essential.

The Consultant is expected to perform his/her work at the WHO Regional Office for the Western Pacific, Manila, Philippines or remotely.
