Division & Project Overview:
USAID BARMM Health Capacity Building Activity in the Philippines is a five (5) year project from February 2019 to February 2023. This project aims to support the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) to improve access to high quality Family Planning (FP), Adolescent Sexual and Reproductive Health (SRH) services. Under this project, URC will: 1) comprehensively improve demand for health services; (2) increase the supply of high-quality appropriate care: and 3) foster an enabling environment in which the system can successfully operate.
Roles and Responsibilities:
The Bookkeeper will be responsible for the following activities:
Assists Finance Manager/Accountant in the preparation necessary documents for authorized disbursements and ensure that all payments in a timely and accurate manner,
Assists Finance Manager/Accountant in the identification of bi-monthly projected disbursements to be included in the bi-monthly wire projections.
Monthly monitoring of VAT Tracking Report for the annual compliance and submission to USAID.
Filing of monthly withholding taxes payables for compensation and expanded.
Monthly errands with the Bureau of Internal Revenue for the stamping of BIR Forms for compensation and expanded.
Reconciliation of monthly and quarterly withholding taxes expanded (suppliers) in compliance with the Bureau of Internal Revenue's filing requirements.
Responsible in the renewal of annual office registration such as Business Permits, Fire Certificate and the Bureau of Internal Revenue.
Maintains books of account/Disbursement Book for BARMMHealth Project to be presented annually to Bureau of Internal Revenue for the renewal of annual registration.
Monitors the submission of Liquidation Report of Provincial Officers from different satellite offices.
Maintains disbursement files, approved Activity Report Requests and Work Planners and Activity Report submitted by the Provincial Officers.
Conducts review of monthly gasoline consumption
Performs other finance/accounting related duties as required by supervisor.
Minimum Qualifications:
Diploma in Accounting, Finance, or related field;
Minimum of 3 years finance or accounting experiences,
Proficiency in using QuickBooks computerized accounting system;
Fluency in writing and spoken English;
Good interpersonal, organizational and team building skills;
Computer Literate (Microsoft Word, Excel, PowerPoint).
Experience with an INGO
