The position is assigned in the Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). PSTS is responsible for providing timely and effective business support to line-level PSOD staff and is composed of three (3) teams: 1) Development Effectiveness; 2) Integrity Due Diligence and Technical Assistance; and 3) Safeguards. PSOD provides financing and investment support to private projects, corporates, financial institutions and private equity funds throughout developing Asia and the Pacific. We advise, help structure and provide and catalyze financing for privately held and state-sponsored entities across a wide range of sectors. Our emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth. Job Purpose
The Associate Social Development Officer (Safeguards) will be (i) providing technical support in ensuring that projects processed and administered by PSOD comply with the social safeguards (i.e. involuntary resettlement and indigenous peoples) requirements under the Safeguard Policy Statement (SPS), internationally recognized core labor standards, consultation and participation and other social development policies such as the Gender and Development Policy, Social Protection Strategy, Access to Information Policy (AIP), and their respective operations manuals, related procedures and mandates; (ii) contributing to the interdepartmental policy discussions in the area of social safeguards, social development, social protection, gender and development, consultation and participation and engagement with civil society, and (iii) developing related knowledge products and services for use by PSOD staff and borrower/clients.. The incumbent will report to the designated international staff and may supervise consultants.
Responsibilities
Project Management
Ensures the adoption, implementation and monitoring of ADB's social development and social safeguards policies into assigned projects by conducting independent and comprehensive analysis and evaluation of project documents at all stages of the project cycle.
At concept review stage, assists the line divisions by assessing the social and poverty impacts at project identification, preparing an initial poverty and social analysis, determining the gender mainstreaming category, preparing social safeguards categorization forms and preparing the social dimensions section of concept review papers and preparing terms of reference of consultants for assigned project.
During due diligence, (i) conducts social due diligence or social audits, (ii) reviews environmental and social impact assessment reports, social development plans, gender action plans, labor management plans, retrenchment plans, environmental and social management systems and gender and social development aspects of social safeguards plans and frameworks; and (iii) advises private sector clients in incorporating social development dimensions in the design and implementation of capital markets, financial and infrastructure sector projects and enhancing the quality of various social plans to ensure compliance of assigned projects.
Liaises with the Sustainable Development and Climate Change Department in addressing social dimensions of assigned projects, i.e. gender and development, labor and social protection, collaboration with civil society organizations; as well as PSOD line divisions and with the Department of Communications on consultation and disclosure requirements, among others.
Where needed, consults with the gender team and assists in identifying and designing gender mainstreaming measures that directly narrows gender gaps, and incorporate gender equality actions in the design and implementation of assigned projects in support of ADB's gender equality targets as part of Strategy 2030.
During project administration, ensures that all assigned projects are compliant with social policies and requirements by (i) to compiling relevant project data; (ii) fielding missions and visiting the project site and meeting with stakeholders; (iii) documenting meetings with the borrower/client, consultants and affected people; (iv) preparing back to office reports; (iv) reviewing progress reports, monitoring reports, updated plans, recommending actions, and advising on whether conditions for disbursement have been met; and (iv) upon completion, measuring and evaluating compliance of assigned projects and preparing social sections of extended annual review reports.
Strategic and Planning Work
Supports the review and update of social policies related to gender and development, social safeguards, social protection, gender and development, consultation and participation and engagement with civil society among others and related operations manuals.
Reviews relevant ADB policies, operations manual, staff instructions, guidelines, and handbooks and suggests measures to ensure consistency with SPS and other social policy requirements.
Knowledge Management
Supports the development of knowledge products and services, including the formulation of policies, guidelines and preparation of handbooks, best practice manuals, etc., by reviewing project design and implementation experiences, liaising with project practitioners and social science experts, and monitoring the applicability of current methods.
Supports safeguards related technical assistance (TA) projects and activities and undertakes research on social development and social safeguards and provides technical information to support the preparation of various reports and studies.
Updates the PSTS safeguards team's database of projects on compliance status , contributes to the project information document for and liaises with line division staff in uploading social documentation of assigned projects in ADB website and contribute to the development PSTS safeguard teams' database systems and non-sovereign (NSO) IT systems.
Assists in the preparation of training modules and conduct of training programs on social safeguards, social protection, consultation and participation and preparation of other knowledge products as necessary.
Internal and External Networking
Participates in the activities of various communities of practice and networks
Keeps abreast of social development and social safeguards-related issues, policies, guidelines and processes of other multilateral, bilateral financing and other institutions.
Administrative Support
Supports the preparation of briefing papers, Division reports to Management, special reports and studies and contributes to the preparation of PSTS budget, activity plans and work programs.
Assists in engagement of social staff consultants required to support PSOD in reviewing and monitoring compliance with ADB's social requirements.
Supports the administration of TA projects related to social development / social safeguards by monitoring progress of TA implementation, contracting consultants, supporting the organization and implementation of conferences and workshops by formulating budget, activity plans and work programs, among other tasks.
