The position is assigned in the Human and Social Development Division (SAHS) within the South Asia Department (SARD) in ADB HQ. SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB's sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. SAHS is responsible for social sector support including interventions in education, health and other social services.

Job Purpose
The Associate Project Officer will contribute to SAHS's project processing and project administration activities related to loan, grant and technical assistance (TA) projects, and will support overall project administration. The incumbent will report to Project Administration Unit (PAU) Head, and/or designated International Staff (IS) and senior National Staff.
Responsibilities
Supports Project Team Leaders in designing loan and grant projects and preparing loan and grant approval documents, including:
(i) analyses and identification of sector performance indicators for the Design & Monitoring Framework (DMF) preparation; (ii) design of project implementation arrangements, including procurement and disbursement procedures, financing plans, and project management set-up; (iii) preparation of Project/Facility Administration Manuals (PAM/FAM) or their equivalent;
(iv) inputs for report and recommendation of the President (RRP) preparation, such as lessons learned from past projects, data on outstanding loans, grants, TAs; and (v) participation to project processing missions as necessary;
Provides support to International Staff in administering loan, grant, and TA projects.
Supervises update of PAM/FAMs. Reviews and prepares comments/recommendations on bidding documents for procurement of goods and services, selection of consultants and training institutions to ensure compliance with ADB guidelines and policies. Reviews Executing Agency's (EA's) bid evaluation reports and recommendations for contract awards and submissions on recruitment of consultants.
Conducts background analyses and draft requests for approval of changes in project scope and implementation arrangements, reallocation of TA/loan proceeds, and extension of closing dates; and monitors change of loan financing percentages;
Supports preparation of annual contract awards and disbursement projections and monitors progress.
Prepares draft Procurement Committee Papers. Drafts project administration related memos and communications. Supervises the process of TA consultant recruitment and coordinates paperwork with concerned departments/offices; monitors submission of consultants' final billings and TA completion to ensure timely closing of TA accounts, submission of consultants' reports, quarterly project reports and safeguard documents; and compliance with Public Communications Policy;
Updates information and performance of assigned loan, grant and TA projects into eOperations every month and after each mission, including project description and scope, status of implementation, developments, major problems, and actions taken/proposed; participates in departmental/divisional meetings for reviewing the project performances;
Monitors compliance with loan covenants and action plans; and maintains system to monitor submission of Audit Reports and Project Accounts.
Reviews audited financial statements with qualified and unqualified auditor's opinion and prepares required audit checklist, communications, and follow-up actions. Tracks project outputs against ADB Results Framework. Participates in project inception, reviews, mid-term reviews, special loan administration missions, and project completion review missions. Provides training for counterpart staff in EAs and facilitates communication between implementing agencies and ADB;
Contributes to the achievement of SAHS's operational key result areas (KRAs) in portfolio management by assisting the PAU Head in: supervising the review, analysis, and consolidation of regular reports on status of ongoing loan/grant/TA projects assigned to her/himself, and achievement of intended outputs/goals; monitoring and analyzing contract awards and disbursements projection as well as performance; and discussing reasons for deviations and proposed courses of action to meet targets;
Takes the responsibilities of a project analyst for assigned loans and TAs and provides support to project administration unit international staff and senior national staff in the implementation of loans/TA projects, especially in procurement and other project administration actions;
Consolidates data/information and prepares reports required by the division, the department, and by other concerned departments/offices, ensuring high quality output and timely submission.
Reviews regular reports on performance status of ongoing loan/grant/TA projects, ensures achievement of intended outputs/goals, and identifies problems encountered especially for "At Risk" projects. Supervises and reviews the accuracy and consistency of data to ensure the quality of individual eOperations records. Reviews performance validation process of projects under the eOperations database system;
Prepares project completion report/technical assistance completion report programs and monitoring progress.
Prepares annual mission plans and staff-days requirement for project administration activities;
Provides guidance and training to Project Analysts and Operations Assistants within the Division; and
Works with the PAU Head on project assignments and performs other duties that may be assigned from time to time.
Relevant Experience & Requirements
• University Degree, or equivalent, in economics, business administration or related fields preferably with Master's Degree or equivalent;
• Suitability to undertake the responsibilities mentioned above at the required level;
• At least 6 years of experience in one or more of the following: project administration/coordination, portfolio management, and project processing;
• Strong analytical, interpersonal and cross-cultural skills to liaise effectively with developing member country government officials, staff and management of executing agencies, representatives of civil societies, and other agencies concerned;
• Proven mentoring skills;
• Ability to liaise and deal effectively with ADB staff, consultants, counterparts in executing agencies and other development agencies;
• Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance;
• Strong skills with computer-based applications;
• Excellent oral and written communication skills;
• Strong research skills and experience in compiling and organizing data;
• Former work experience and established relationships in SARD countries will be an advantage;
