The position is assigned in the Public Management, Financial Sector, and Regional Cooperation Division of East Asia Department (EAPF) within ADB's East Asia Department (EARD). EAPF's work covers five main areas: public sector management, financial sector development, regional cooperation and integration (RCI), public private partnerships (PPP), and serving as EARD's focal point on nonsovereign operations (NSOs). EAPF's public sector management work focuses on fiscal reforms and public financial management, governance, and institutional development in the People's Republic of China (PRC) and Mongolia. Its financial sector operations cover financial inclusion, financial market infrastructure, infrastructure financing, and green and climate finance. For RCI, EAPF supports Mongolia and the PRC in their regional cooperation initiatives, including their engagement in the Central Asia Regional Economic Cooperation (CAREC) Program and the PRC's engagement in the Greater Mekong Subregional (GMS) Program. On PPPs, EAPF supports policies, regulations, capacity development, as well as projects and financing. On NSOs, EAPF assists EARD's collaboration with ADB's Private Sector Operations Department (PSOD) to promote innovative operations under the One ADB approach.

Job Purpose
To assist in a broad range of analyzing, monitoring, and coordinating of operational and administrative activities; support the design and implementation of programs, projects, and technical assistance (TA) operations; provide administrative and analytical assistance to portfolio management and other work; and perform other roles needed for the efficient and effective delivery of EAPF operations and other functions. The incumbent will report to designated international staff (IS) and senior national staff (NS).
Responsibilities
Project and Technical Assistance Processing:
Assists in setting up the database on the milestones of loans and TAs under processing to monitor progress and update status;
Supports the review, analysis, and consolidation of EAPF's deliverables for preparing the plans, programs, and reports to ensure their accuracy and consistency with ADB's requirements and frameworks;
Assists in the review of draft reports and recommendations of the President (RRPs) and TA papers, back-to-office reports (BTORs), project completion reports (PCRs), and TA completion reports (TCRs) to ensure compliance with ADB's requirements
Coordinates meetings and schedules related to the project processing programs with various stakeholders;
Ensures that all correspondence and documents for operations are properly prepared, submitted on time, and in compliance with ADB's standards;
Participates in the EARD's portfolio meetings; and creates and updates the Public Information Documents of the Division's loans and TAs.
Project and Technical Assistance Implementation:
Contributes to the preparation of project administration manuals (PAMs) by gathering and consolidating data, drafting various sections, and ensuring accuracy;
Maintains records to monitor compliance with project and TA covenants;
Follows up on outstanding obligations of executing agencies (EAs) and implementing agencies (IAs) such as the submission of financial statements, and monthly and/or quarterly progress reports;
Inputs data on the compliance status into the relevant data bases;
Monitors progress in project and TA implementation, for example, by following up on outstanding obligations of EAs and IAs to expedite procurement and contract awards;
Familiarizes EAs and IAs with ADB guidelines and procedures, and ensures their compliance with project covenants and requirements;
Monitors progress on outputs and deliverables, following up on submissions of project reports, financial statements, and other requirements;
Maintains documents, records, and files;
Maintains computer-based information system for project administration;
Assists in processing of disbursements by following up with EAs and IAs on the timely submission of withdrawal applications and undertaking other steps;
Reviews withdrawal applications for compliance with project agreements;
Prepares and reviews data input for procurement contract summary sheet (PCSS) and/or other systems; support consultant recruitments and procurements.
Project Performance Reports:
Prepares and updates Project Performance Reports (PPRs) for loans, outlining all the required details such as project description, scope, status of implementation, developments, major problems, actions taken or proposed, and participating in the EARD PPR meetings when needed; ensures the office filing systems and records are properly maintained, updated, and easy to retrieve.
Mission Support:
Supports the preparation of missions and participates in missions as required such as for inceptions, reviews, mid-term reviews and PCRs by collecting data on contract awards and disbursements, reconciliating project accounts, ensuring compliance with loan covenants, familiarizing EAs with ADB procedures, assisting them where necessary in the preparation of various reports and applications.
Statistical Reports:
Compiles data and statistics on contract awards and disbursements for the generation of reports required; Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes, and follows up with the EAs and IAs for their resolution.
Others.
Leads and supports other operational and administrative work in EAPF, EARD, and ADB, as needed; assists in the meetings and scheduling; and performs other tasks as required.
Relevant Experience & Requirements
At least a bachelor's degree, or equivalent, in economics, finance, business administration, engineering or related fields.
At least 5 years of years of relevant professional experience in operational and administrative support.
Operational experience in the full project cycle (i.e. from programming, project processing, project administration, to project completion) in ADB or similar organizations an asset.
Willingness to learn and a high degree of responsiveness in meeting the needs of EAPF, EARD, ADB, and the DMCs.
Strong written and verbal communication skills in English; proficient in MS Office.
Proven ability to work independently; able to set priorities for self and junior team members.
Strong interpersonal skills and a strong term player; Able to work collaboratively with teams as a constructive team member.
Strong problem-solving skills, strong motivation, and ability to deliver results.
Able to liaise and work effectively with government officials and with colleagues throughout ADB.
