Job Description:
Candidate must possess at least Bachelor's/College Degree in Engineering (Civil) and a Professional License (has passed the Board and is certified); Engineering (Industrial), Engineering (Mechanical), Engineering (Others) or equivalent.
At least 5 Year(s) of working experience in the related field is required for this position.

Preferably Supervisor/5 Yrs & Up Experienced Employee specialized in Engineering - Civil/Construction/Structural or equivalent.
Job Summary:
In charge of guiding Homeowners and Contractors on all the rules and guidelines covering all construction build types in the Village.
Project coordination and supervision of both in-house and outsourced service providers.
Leads design and solutions on buildings and facilities, including new construction, renovation, repairs & improvements.
Liaison for all Homeowner/Tenant related construction issues
Knowledge Base
Mastery in knowing and understanding the Village Deed of Restrictions, Design guidelines & specifications and construction guidelines.
Able to read and understand all types of plans (structural, electrical, plumbing, etc.)
Able to draw engineering construction drawing with AutoCAD (perspectives, schematics, etc.)
Familiar and should be updated with all local, municipal, government regulations covering construction
Construction Lead. In charge of guiding the Homeowners and Contractors on all the rules and guidelines covering all construction build types in the Village.
To review, correct, recommend and approve all construction project type plans in accordance with the construction guidelines and DoR per district.To issue and handle all ASV related construction permitsTo ensure submission of all required documentation including those at the barangay/municipal levelTo coordinate with the Billing/Acctg. Asst. to confirm that all bonds are in place
Monitor and certify the construction completion of all residences (final inspection)
Conduct pre-construction briefings
Conduct weekly visits to assess all construction projects, and act swiftly on all concerns regarding safety and construction violations
Conduct multi-stage inspection based on the benchmarks per project type
Personally look into any reported construction/deed of restriction violations and act accordingly
Must keep detailed and updated records of issues per Homeowner as it covers construction and/or DoR violations and provide updated reports to the Construction Comm./BoD every month
Should keep track of each issue until resolved at end of day otherwise must be followed and resolved by next day. If not, should then elevate such to the CEO
Issue Notice of Violations for any violation and track such accordinglyIssue Construction related permits and clearances
Prepare and issue Stop Work Orders (SWO) for DoR violations and coordinate with Security on the execution and lifting of such (once rectification is underway)
Educate and work with Security (the enforcement arm) on enforcing the guidelines covering the pre-construction and construction phase
Dealing with External Parties
Develop contacts and have updated numbers of government agencies (dealing with construction related issues/permits in Las Pinas and Bacoor municipalities), external service providers (land survey firms amongst others)
Be able to obtain from these gov't offices updated information and details including forms on external local/municipal requirements for Homeowners and Contractors
Flexible, cordial but firm in dealing with contractors, architects, construction personnel, foreman, supervisors etc.
Project Mngt. Lead. For any and all in-house Projects:
Source manpower
Determine Bill of Materials, Budget and procurement schedule C
Create work timetable; supervise work progress, and ensure timely completion.
Manage, maintain and secure ASV-owned equipment & tools for ready use at all times.
Ensure that any advances (cash) are to be accounted for by receipts and personally accounted for in the required report to be submitted to the Construction Comm., CEO and/or Billing/Acctg. Asst.
Regularly report progress and/or issues to the PMD
Administrative Matters.
Assume responsibility in monitoring the Delivery/Pull Out Coupon Program
When necessary, to recommend changes in Construction Guidelines including but not limited to process, timelines, penalties, fines and forms to make it more efficient and customer friendly without sacrificing control or creating additional or undue risk.
