The Opportunity 2.0, a 5-year program funded by the United States Agency for International Development (USAID), aims to strengthen second-chance education programs for vulnerable out-of-school youth (OSY) in the Philippines. Opportunity 2.0 (O2) collaborates and works with national and local systems to provide 180,000 youth with the skills and opportunities to improve their education, employment, and livelihood outcomes.
Achieving this vision requires a multi-faceted, systems-strengthening approach that aligns the formal education system, markets, and youth "sub-systems" at the regional levels. This is achieved by providing experienced project personnel embedded in government departments; further aligning the input of technical assistance; and maximizing opportunities to bring together the respective stakeholders to identify and refine synergies and transition pathways for youth, particularly between Department of Education (DepEd)'s Alternative Learning System (ALS) program and the Technical Education and Skills Development Authority (TESDA). A key cross-cutting element of the program is the engagement of universities through involvement in teacher professional development, curriculum development, private sector engagement, entrepreneurship bootcamps, scholarships and grant programs.
Position Description
The Alternative Learning System (ALS) Coordinator, under the supervision of the Manila-based Deputy Chief of Party for Technical Programs (DCOP Technical Programs), will provide technical guidance and support towards Intermediate Result 1 (IR1). Strengthened capacity of national and local systems to deliver second chance education programs for out-of-school youth (OSY). This involves developing and maintaining good relationships with the DepEd ALS Task Force and support to government officials at the national and regional levels responsible for rolling out the new ALS 2.0 reforms and support activities designed to strengthen government capacity to deliver education and training to youth
The ALS Coordinator will support the design of the project's approach to building institutional capacity at the various levels of the DepEd to effectively implement and manage improved instruction in ALS programs in the context of DepEd's ALS 2.0 reform agenda. The ALS Coordinator will assist the O2 management team, coordinate with the O2 technical teams and the DepEd ALS Task Force, as well as provide technical guidance and oversee the development of materials to support nation-wide ALS 2.0 implementation.
The ALS Coordinator will also act as team leader for other short-term consultants engaged by the Opportunity 2.0 Project who are embedded in DepEd ALS Task Force.
Essential Functions
The ALS Coordinator's specific responsibilities will include, but are not limited to:
Assist in the development and review of 60 Life Skills Interactive Audio Instruction (IAI) episodes. This activity involves close collaboration with the assigned Training Manager and Master Trainer, EDC Home Office team, DepEd IAI Technical Working Group; and under supervision from the DCOP for Technical Programs.
Working collaboratively with the Training Manager and assigned Master Trainer, assist in the coordination of EDC Home Office Team in the Development of the IAI; and DepEd IAI Technical Working Group and IAI Focal Person in the Review and Finalization of IAI. This activity is under the supervision of the DCOP for Technical Programs.
Oversee, monitor, coordinate and liaise the development and implementation of ALS Teacher Professional Development programs and M&E activities with the O2 consortium partner SEAMEO-INNOTECH as part of Opportunity 2.0 systems strengthening interventions.
Working collaboratively with the Training Manager, coordinate with DepEd ALS Task Force, Regional and Division ALS Focal Persons and Implementers, and other related DepEd offices in relation to logistics and administrative preparations and reporting of IR1-related trainings.
Working closely with the Training Manager, support the materials development and implementation of IR1-related trainings
Assist the Training Manager on the application IR1-related trainings as NEAP recognized professional development programs; and other recognition and accreditation application to other agencies (i.e. Professional Regulation Commission).
Coordinate all IR1-related activities in partnership with DepEd ALS Task Force, SEAMEO-INNOTECH, and other relevant partners.
Serve as the O2 main liaison with DepEd ALS, SEAMEO-INNOTECH and other stakeholders to ensure close collaboration in all aspects of O2 technical programming.
Working closely with the DCOP for Technical Programs, plan and develop strategies to maximize engagement of DepEd ALS at national and regional levels as well as gain its commitment to maintain its support for IR1 activities.
Support coordination activities with the O2 Monitoring, Evaluation and Learning team to implement data gathering activities for progress monitoring, impact assessments, and operations research and learning purposes.
Provide support for implementing workshops, forums, and other learning events to disseminate results of project-wide assessments, communicate innovative approaches and good practices, and share research findings as appropriate, for the purpose of knowledge-sharing and for building or sustaining partnerships.
Actively contribute to the O2 communications plan by regularly providing documentation of significant events, success stories, and other similar materials to feature in USAID weekly highlights, EDC newsletter, and for press releases.
Prepare work plans, presentations, activity reports including quarterly and annual reports for submission to DCOP for Technical Programs.
Provide feedback and updates on IR 1 activities and other implementation concerns and challenges.
Provide technical inputs to O2 project team meetings and written materials for quarterly and annual reports.
Actively participate in fostering a collaborative environment between technical teams in the field and Admin, HR, and Finance departments.
Comply with project and organizational policies on technical activities with regards to security, human resources, financial and grants management, the confidentiality of documents and information, and the like.
Comply with EDC's administrative and HR regulations, including policies and procedures on performance management and annual performance review.

Qualifications
Education:
A bachelor's degree (or equivalent 4 years of relevant experience) in economics, business administration, education, social development, or related field required. Master's degree preferred.
Skills and Experience:
At least five (5) years relevant work experience in a project or projects similar to O2, with progressively increasing levels of responsibility.
Experience with ALS and/or second-chance education programs in the Philippines is highly desired.
Experience and/or involvement with developing curricula or training materials to meet DepEd ALS needs.
Experience working with youth and teaching or facilitating experience strongly preferred.
Experience in using active learning teaching methodologies highly desired.
Excellent written and verbal communication skills.
Able to work independently and in a team environment.
Demonstrated capacity for coordination, networking, and task management.
Excellent people skills at all levels, cultural sensitivity and the ability to work in a multicultural work environment.
Working knowledge of MS Office Suite applications (Word, Excel, PPT); and
Willingness to work and travel in all O2 project areas.
Language:
Working knowledge of Filipino and dialect(s), and excellent English language written and oral communication skills.
