Job Summary
Under general supervision, is responsible for performing a variety of professional and/or technical duties including but not limited to gathering records, redacting records, and answering telephones in conjunction with the processing requests; in compliance with the Texas Public Information Act, court-mandated subpoenas, law enforcement and/or litigation requests addressed to San Antonio Police Department's Open Records Unit. Working conditions are primarily inside an office environment. May exercise direct supervision over assigned staff.
Essential Job Functions
Assists in providing a variety of duties involved in supporting the administrative operations of the Open Records Unit.
Answers inquiries regarding policies and procedures.
Ensures compliance with current City and department rules and regulations.
Composes emails and gathers statistical data, redacts confidential information on police records to include reports, photos and audio.
Prepares email responses with cost estimates for police records and/or to seek clarification in compliance with the Texas Public Information Act.
Maintains calendars, schedules activities, meetings and various events.
Acts as a public information liaison and to develop a good rapport with other City departments, outside agencies, and ensures deadlines are met.
Monitors inventory of office supplies; reviews purchase requisitions and requests for payments.
Assists with submitting attendance records; monitoring employee payroll and training.
Researches and compiles data for open record request specifications and/or to determine case status and qualifications for the submission of the Texas Attorney General's ruling.
May organize and maintain filing systems; maintains records related to specific area of the Open Records Unit.
May respond to and resolve difficult and sensitive citizen inquiries and complaints.
Basic knowledge of Texas Public Information Act.
Good reading comprehension skills, knowledge of legal proceedings and recognizing sensitive information.
Good computer and/or technical skills for the training in various law enforcement systems of record and software for performance of redaction on different types of records.
Performs related duties and fulfills responsibilities as required.
Job Requirements
Two (2) years of college from an accredited college or university with major coursework in Business or Public Administration or related field.
One (1) year of general office or administrative experience.
Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following will result in being disqualified for this position: Felony Convictions, Felony Deferred Adjudication, Class A & B Misdemeanor Deferred Adjudication, Class B Misdemeanor Convictions, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and Family Violence Convictions.

Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.
Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.
PREFERRED QUALIFICATIONS:
Knowledge of Criminal Justice Information System security protocols.
Experience handling sensitive and/or confidential information.
Notary experience.
Experience processing petitions and expungements.
Experience handling law enforcement records.
Experience with SAPD Mainframe, Bexar County Mainframe, Mobile Records Search/CAD, and TCIC/NCIC.
Bilingual in Spanish.
Experience with Microsoft Office applications such as Word, Excel, and PowerPoint.
Knowledge, Skills, and Abilities
Knowledge of basic accounting principles and practices and business math.
Knowledge of City, State, and Federal policies and regulations relating to assigned area of responsibility.
Knowledge of English usage, spelling, and punctuation.
Knowledge of research methods.
Knowledge of modern office practices, procedures, equipment and, depending on the individual job requirements, clerical techniques.
Ability to learn City and departmental policies, procedures, and administrative systems.
Ability to learn research and data collection methods and techniques.
Ability to communicate clearly and effectively..
Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
Ability to operate a computer keyboard and other basic office equipment.
Ability to perform all the physical requirements of the position.
