DUTIES AND RESPONSIBILITIES
1. Processes payments of obligations and maintains registry of cash allocation by verifying supporting documents, recording of payments, and reconciling financial discrepancies needed for financial reporting;
2. Processes payments to internal and external creditors by checking the completeness of supporting documents in accordance with existing rules and regulations in the disbursement of funds and to ensure timely settlement of obligations;
3. Determines the net amount to be paid to suppliers and other creditors by deducting taxes and necessary adjustments in the Disbursement Vouchers (DVs) as required by the existing BIR rules and regulations;
4. Performs agency budget preparation, execution and accountability reports consistent with existing government budgeting rules and regulations to ensure effective and efficient public financial management and consistent with internal spending guidelines;
5. Assists in the preparation of Journal Entry Vouchers (JEVs) and maintenance of various subsidiary ledgers in the asset and liability accounts.
6. Prepares and submits Monthly Reconciliation Statements by reconciling the monthly disbursements against the bank statements to establish the correct and actual balance of cash with the servicing bank;
7. Prepares and remits payroll deductions by summarizing premium contributions and loan amortizations of employees for remittance to the Government Service Insurance System (GSIS), Philhealth, Pag IBIG and other institutions; and
8. Substitutes for other accountants in case of absence to ensure continuous office operations.
