BRIEF DESCRIPTION OF FUNCTIONS:
The Technical Assistant is the lead person in-charge of Employees' Compensation Program (ECP) in the assigned Region which includes, but not limited to Rehabilitation Services, Information Dissemination and ECP Advocacy.
ACTUAL DUTIES AND RESPONSIBILITIES:
Rehabilitation Services:
a) Evaluates functional capacity of PWRDs prior to availment of physical restoration/ skills or entrepreneurial training; Refers qualified PWRDs to the Medical officers for initial assessment of functional capacities;
b) Coordinates schedules/referrals with the rehab institutions (within the MOA of ECC) of PWRDS for the provision of rehab services;
c) Provides supportive functions to PWRDs undergoing physical restoration (PT/OT) and coordinates with the Medical Officer (in the Head Office) in the acquisition of prosthesis for PWRDs; Responsible for the case management of PWRDs;
d) Monitors PWRDs throughout the duration of rehabilitation sessions and recommends appropriate action to Medical Officer on observations noted;
e) Monitors PWRDs after conduct of rehab services thru conduct of home visits and makes appropriate recommendations for referral to skills/entrepreneurial training;
f) Monitors the effectivity of MOA with partner hospitals, the utilization of funds and billing of rehab services rendered and completes all documentary requirements necessary for the processing of payments;
Gathers and analyzes data on PWRDs provided with rehabilitation services; collect and collate feedback on the quality of services of partner hospitals from PWRDs and submit findings to Medical Officers;
Kagabay Programs:
a) Refers able PWRDs to appropriate partner institutions for the appropriate livelihood or job skills training;
b) Monitors and records progress of livelihood/job skills training of PWRD;
c) Develops a work re-entry plan for able PWRDs;
d) Coordinates with companies on return-to-work plan for able PWRDs;
e) Arranges provision of livelihood starter kits or work equipment materials as needed by the PWRD;
f) Conducts home visits and assist PWRDs in adapting to changes and challenges in achieving livelihood viability or successful re-integration to formal employment;
g) Arranges the provision of complementary kits to PWRDs who have sustained livelihood viability after 1 year from receipt of starter kits;
Implements Quick Response Program: monitors incidents of work-contingencies and provides assistance to affected workers and their employers such as psychosocial counselling, information on ECP and assistance in filing ECP claims with the Systems;
Advocacy and Information Dissemination:
a) Schedules advocacy training in the region and conducts ECP lectures to all ECC stakeholders;
b) Coordinates with the Information and Public Assistance Division (IPAD)- Head Office schedules of advocacy training and speakers;
c) Encodes participants' details on the seminar management system of IPAD;
d) Facilitates measurement of training effectivity (level 2 & 2) for seminars conducted;
e) Coordinates with DOLE Regional offices, other government agencies, and private companies relative to the conduct of ECP Seminars.
f) Coordinates with the DOLE regional communication officer and Public Information Agency prior to the conduct of press conference;
g) Monitors publication in print or online of press releases;
h) Ensures the availability/sufficiency of IEC Materials for distribution to participants and walk-in clients;
i) Performs administrative duties , such as, correspondences, preparation of itinerary of travel, BUR, liquidation reports, etc.;
j) Acts as focal person in the Public Assistance Center in the region and assist walk-in and phone-in clients referred by the PAC officer of the day;
Keeps records of the preparation and actual conduct of seminars;
