Project Description
TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.
With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to support the delivery of this iconic destination.

Position Summary
Liveability describes the conditions of a good life for all inhabitants of regions and communities including their physical and mental wellbeing. Liveability is based on the principles of smart infrastructure and sustainability. The Sr Liveability Specialist will be assigned to the Engineering functional group but work closely with the sustainability team, to provide guidance and direction to critical components of a liveable city during design which includes public open spaces, public transport, housing affordability, walkability and social infrastructure. Using the candidate's knowledge of how liveability indicators can be embedded to the project's recreational assets, site wide infrastructure, and real estate (comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts).
Performs duties with a high degree of latitude, exercising independent judgment and reason. Provides technical guidance to other liveability resources and other support groups. The successful candidate must have strong organizational and teamwork skills, proven problem-solving abilities, and the desire to innovate.
Essential Duties
Reviews project plans, standard engineering details and specifications for improving the liveability indicators on various engineering designs/layouts.
Help the engineering teams to monitor and manage progress of the Lead Designers/Consultants Organization who will be working on urban design principles of liveability.
Recommends and implements changes in design/layouts to improve liveability standards.
Advises project team of obvious discrepancies or trends in design that may be detrimental to the project liveability standards.
Provides inputs during preparation of essential contractual documents such as Scope of Work.
Identify and implement sustainability requirements considering liveability.
Interface with clients and stakeholders to make presentations, and obtain contractual and statutory approvals
Support the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and job satisfaction.
Assist in on-the-job-training of assigned personnel and provide input for their performance evaluations.
Job Knowledge
Broad knowledge of Liveable Urban Design Principles for comprehensive development which includes:
Institutional (good governance - IT connectivity)
Social (Education, Health, Safety and Security)
Economic (Economy and Employment) and
Physical (housing, energy supply, transportation and mobility, open spaces, water supply water management, wastewater management, Air quality - reduced pollution)
Understands the technical issues related to the development of various physical aspects like housing construction, energy supply, sanitation etc. and their corresponding design aspects and design features and unique engineering design requirements.
Knowledge of precedents in the specialty area and knowledge of various indexes like governance health, education, housing energy, mobility, water wastewater, solid waste and pollution index which are a measure of a good liveable city/area.
Knowledge of how liveability aspects are embedded into projects recreational assets (comprising of site wide infrastructure, Ski Slopes) and real estate (comprising of Hotels, Ultra Luxury mansions, Villages, lifestyle and resorts).
Experienced with managing sustainability integration into the design of various buildings, neighborhoods, sanitation and water management facilities.
Experienced with the practices and procedures as well as applicable International Design Codes and Standards for liveability.
Communicates technical issues and recommends solutions.
Skilled in oral and written communication and has presentation skills.
Skills & Qualifications
A recognized Bachelor's/Master's degree in Engineering, Urban Planning, Architecture or Social Sciences from an accredited college or university with an overall minimum experience of 10 years.
Candidates with minimum 4 to 5 years of progressive experience in dealing with liveability aspects of a region and having completed courses on Urban development and liveability aspects of a city/region will be preferred.
Relevant experience in the KSA or MENA region and a sound understanding of the cultural norms and requirements of the region.
Ability to assist in making clear strategic planning procedures and user-friendly templates to assist entities in undertaking forward, strategic planning.
Strong English language communication and report writing skills and knowledge of Microsoft Office.
Must have excellent interpersonal skills, be a team player and have a knowledge sharing approach.
Ability to solve problems by thinking laterally and be able to understand the needs and requirements of the client and various entities - in order to provide planning / design / feasibility solutions.
Must be able to work within a multi-disciplinary, multi-cultural team and manage challenging multi-cultural relationships across a range of entities.
Must be self-driven and able to plan and execute work without direct supervision from senior management and/or peers.
Must be flexible and adapt to working in a demanding PMO environment, including the need to travel and work remotely if / when required.
