A . BASIC JOB INFORMATION
Location/Workstation : Head Office and Site Office
Reports To : Head, Project Management
Direct Reports (if any) : Community Relations Assistant Manager; Right-of-Way Specialist; Geodetic Engineer; Documentation and Tracking Staff; other consultants engaged for ROW, if any.
B. JOB SUMMARY
Responsible for managing and coordinating all internal processes and government agency interfaces required for ROW acquisition and full site possession, as needed by the company for its concession and/or expansion projects.
C. DUTIES AND RESPONSIBILITIES
1. For each concession and/or expansion project, the ROW Manager shall take the lead in the ROW acquisition planning activities, prepare a detailed plan for all ROW activities, and align these plans to the overall end-to-end project plan developed by the Project Management Manager.
2. On a day-to-day basis, the ROW Manager shall be responsible for managing and supervising the ROW Section, in completing the following ROW acquisition requirements:
a. Parcellary survey works;
b. Document collection and research works;
c. ROW document management and acquisition progress tracking and reporting;
d. Civil engineering works required;
e. Expediting negotiations and sales of affected lots;
f. Determination of affected lots requiring the filing of expropriation cases;
g. MNTC advance of funds to assist in expediting ROW acquisition;
h. Community relations works, ground support, conduct of general assemblies, and dialogues, as required.
3. Subject to appropriate approvals, the ROW Manager shall manage consultants engaged to assist and/or advise the company in ROW acquisition, whose services include, but not shall not be limited to, the conduct of parcellary survey works, document collection, government agency research, and other such support or consulting activities required by the company.
4. Engage external government stakeholders and proactively manage critical interfaces with regards to ROW planning, government ROW processes, community relations, such as, but not limited to, the Department of Public Works and Highways, National Housing Authority, Local Government units, Toll Regulatory Board, Office of the Solicitor General, and Regional Trial Courts.
5. Coordinate with the Legal and Regulatory Affairs Department to address special cases requiring legal support or documentation.
6. Prepare reports and maintain and records to appropriately document the progress and performance of the work.
7. Liase with other departments and sections for other matters relating to ROW and ROW acquisition.
8. Perform other related activities that his superiors may assign from time to time.
D. MINIMUM REQUIREMENTS
1. Education (Major/Courses):
Graduate, Bachelor of Science in Civil Engineering or Geodetic Engineering
2. Licences/Certificates:
Professional Regulation Commission (PRC) License - Civil or Geodetic Engineer
3. Work Experience (Overall employment, specific experience):
At least ten (10) years of work experience in at least one (1) of the following disciplines:
• Land and Right-of-Way acquisition management as Project Manager;
• Geodetic or Cadastral surveying and engineering as Project Manager or Senior Engineer;
• Horizontal and vertical (roads, bridges, buildings, etc.) construction as a Project Manager or Project Engineer.
4. Specials Skills: Computer literate on work-related software such as, but not limited to, MS Word, MS Excel, MS Office, MS Powerpoint, AutoCAD.
