Claims & Time-Cost Analysis Specialist - Rail Contract Manager (Philippines)The market-leading infrastructure recruitment specialist is seeking a Claims and Time-Cost Analysis Specialist for an ongoing Rail/Metro project in the Philippines, representing the end client.Opportunity:A globally renowned international consultancy delivering major rail and infrastructure projects is seeking a senior expert to join their team. This long-term opportunity offers involvement from project inception, providing strategic claims and time-cost analysis expertise on behalf of the client.Responsibilities:As a key member of the Contracts and Claims team, you will lead the assessment, preparation, and negotiation of contractual claims, with a strong focus on time impact analysis (TIA) and cost entitlement validation across all contract packages, including:
Civil Works
Buildings
Rolling Stock
E&M Systems
Track Works
You will also collaborate closely with the Cost and Schedule teams to ensure robust analysis and defensible positions in all contractual matters.Core duties include:
Leading the preparation and review of Time and Cost Claims, including forensic delay analysis and quantum assessment.
Developing and maintaining Claims Logs and Change Registers to track and manage contractual events.
Preparing and reviewing Variation Orders, Contract Amendments, and Engineer's Determinations.
Supporting Dispute Avoidance and Adjudication Board (DAAB) proceedings with detailed claim narratives and substantiation.
Advising on contractual interfaces, obligations, and risk mitigation strategies.
Contributing to Monthly and Quarterly Progress Reports with claims and contractual insights.
Assisting in the preparation of Interim Payment Certificates and commercial evaluations.
Key Requirements:
Degree qualified in Quantity Surveying, Construction Law, Engineering, or related discipline.
20+ years of experience in infrastructure projects, with at least 10+ years in rail/metro.
Proven track record in Claims Management, Delay Analysis, and Cost Entitlement Assessment.
Strong working knowledge of FIDIC Contracts (Harmonised Pink & Yellow Book preferred).
Experience with ODA/JICA-funded projects highly desirable.
Regional experience in Southeast Asia is an advantage.
