Job Summary
The QA & Compliance Officer reports to both the Country Director and HO's Audit & Compliance Unit. S/he will support all aspects of Educo's quality assurance, quality improvement and compliance efforts in support to the goals of Education for All, End Violence Against Children, the Convention of the Rights of the Child, and the Sustainable Development Goals. The QAC Officer will work closely with Philippine country office teams as well as the HO Audit & Compliance Unit; he/she will also collaborate with other HO units as well as local partners. The overall objective of the Quality Assurance & Compliance Officer is to ensure the accountability of Educo Philippines country program towards its impact populations and the stakeholders/donors supporting the interventions. S/he supports the Country Director in managing the quality assurance and risks of all the grants in the country portfolio. S/he ensures projects are implemented in a manner compliant with donor rules and regulations as well as National and internal policies. As a member of the HO Audit & Compliance Unit as well, She/He will be responsible for collecting, analyzing and reporting on the effectiveness of internal control and compliance with local legislation, third parties requirements and interna regulations, of the country offices in the region.
Responsibilities
a) Process Development and Improvement
Develops the Country Office Compliance Program to ensure accountability and compliance to organizationwide polcies and standards and policy frameworks underpinning EDUCO operations in the Philippines.
Develop, review and improve existing process to ensure that compliance is imbedded across all business operations.
Lead in the roll out of revised or new business process to ensure common understanding and cultivate a compliant culture.
b) Compliance:
Responsible in the development of contracts, memorandum of agreements/understanding to secure compliance of both parties and guarantee EDUCO's integrity.
Ensures day to day compliance of operational activities and serves as the subject matter expert at the organization on matters covered by Educo's compliance program.
Conducts monitoring adherence to grant agreements, Educo's policies and standards and relevant donor rules and regulations.
Assists in monitoring and ensuring compliance with statutory and regulatory requirements and governance best practice, in areas impacting Educo's compliance program, flagging risks as they arise and proactively providing guidance, advice, and solutions in a pragmatic Assists in monitoring compliance to Educo's policies and standards, such as Child Safeguarding Policy, Anti-Fraud Policy, Whistle Blower Policy, and P&C, Finance and Operations Policies and Procedures, among others.
Supports the country office teams in ensuring all approved policies are disseminated and are strictly implemented.
Owns and manages current and future compliance certification activities where needed (SEC registration, PCNC, DSWD and local permits)
Coordinate proper reporting channels for compliance issuesand appropriate manner.
c) Risk Management
Assist the Country Director in the management of Risk Management and Mitigation Plan
d) Policy Development and Operationalization
Develop and or revise existing manual of operations and policies and its accompanying guidelines to ensure
accountability and compliance.
e) Internal Audit
Provides support to country office internal audit efforts, such as but not limited to conducting periodic
review of internal process to ensure level of authority is followed, conducting unannounced field visits and
documenting reviews to promote zero tolerance of fraud and corruption, and, providing relevant findings
and documentations to concerned units, including recommendations for corrective actions. * Provides support to head office internal audit efforts, such as reviewing the processes and sub-processes
carried out in all Asian country offices to verify their effectiveness, executing the audit processes agreed with
the Head of Internal Audit, and, reporting the result of the audit reviews, describing the incidents detected
and their causes, among others
f) Support to HO Internal Audit
Review the process and sub-processes carried out in Asia countries offices to verify their effectiveness.
Perform the audit processes agreed with the Head of Internal Audit
Ensure the work papers are complete, consistent, referenced and signed-off, and the correct templates have
been used. * Report on the result of the audit reviews describing the incidents detected and their causes.
g) Governance
Serve as the link between the executive committee and the board of directors
Act as the administrative assistant of the Board.
h) Team Support
Contributes to proposal development efforts
Contributes to other tasks assigned by Country Director / Audit & Compliance unit (HO)
i) Personal Development
Attends internally and externally facilitated training events, workshops, symposium, studies, conferences to
enhance level of performance * Maximize the use of ICT for greater awareness of local and global trends affecting development work
Accepts special objective assignments for skills enhancement and expansion
Shares learning to benefit others

Performs other tasks that are needed to ensure deliverables of project/program implementation are met
Requirements
Bachelors' Degree in Social Sciences, Finance, Business related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role.
Competencies
At least 3-5 years of relevant experience in developing, reviewing and implementing policies
Experience in contributing to process and system enhancement, particularly for improved internal coordination
Experience in developing guidelines, checklist, terms of references, etc.
Experience of working in an international context (desirable)
Familiarity with maintaining databases and contacts
Experience in conduct of internal audits and investigations
