QS MANAGER
 
Job description:
As owner's representative, will oversee 3rd party Project Management Teams, Project Managers/ Project-in-Charge of the projects. Ensuring they are all in control of their respective work packages/projects.
Leads in checking & monitoring construction budget (operating budget) and in the Project Execution Plan (PEP - Scope, Time, Cost, Quality, Human Resource, Communication, Risk, Procurement, and Integration) and presents to the higher management/ owner for approval.
Ensures weekly and/or monthly reporting is done - to keep the higher-top management updated on the project status, also this is a venue for the presentation of Issues and Concerns affecting the managed area/ project that may need immediate action & support from top management
Manages and leads in the evaluation, monitoring, and reporting of weekly and/or monthly status of projects in terms of physical and financial accomplishment during the construction stage to include issues, concern, and learning.
Manage/oversee the conduct of Procurement process from sourcing out bidders, evaluation of bidders, conduct pre-bids, evaluation of bids, presentation to higher management/owner for awarding, review provisions on the contract, and awarding to Sub-contractions and/or Suppliers.
Do final review & recommendation "for approval" on request for changes in plans initiated by the project technical group (PTG- owner/proponent, designers, property management, etc.) whether due to aesthetics, functionality, site conditions or value engineering.
Manage / oversee in establishing project construction schedule and budgetary cost parameters during the planning and construction stage of future /upcoming projects.
Manage /oversee value engineering process during project planning and construction.
Manage /oversee the selection of consultants, contractors, suppliers for the required services of the project design to construction.
Arbitrate and assist in the settlement of problems/conflict between members of the Project Technical Group of technical aspects and coordination issues.
Leads in value engineering processes during project planning and construction.
Generally, performs other duties as directed by the direct head and/or the Owner and as the company (BVI's) Associate QS Manager (the owner's representative).
Qualifications:
 
Education
Bachelor's degree in Engineering (preferably Licensed)
Others
With Real Estate experience is an advantage; at least 5 years' experience in related work/ field
