Job Description
GENERAL PURPOSE OF THE JOB:
The Purchasing Officer is responsible for purchasing goods and services within Company requirements and standards to help achieve business and project goals. He / She will collaborates with stakeholders and vendors, he/she supports the Purchasing Manager in monitoring, negotiating, and coordinating activities. Additionally, they oversee costs and savings associated with purchasing, ensuring adherence to the allocated budget.
DUTIES AND RESPONSIBILITIES:
Assists the Purchasing Manager by providing support in various areas of responsibilities including administrative support, budget management, checking of all purchasing-related forms and documents such as canvass sheet, purchase orders, change of purchase orders
Provides guidance to the Purchasing Assistant to ensure that all Purchasing controls are being established
Obtains quotations from various suppliers for different requests (Corporate requirements, Property Management)
Tabulates and prepares canvass sheets for approval of Purchasing Manager
Checks canvass sheets prepared by Purchasing Assistant
Ensures all awarded suppliers are accredited
Ensures on-time delivery of goods or services needed, following the end user's request;
Works closely with various departments within the organization to understand the specific requirements of their requested goods/services in terms of quantity, quality, and/or timeliness for successful procurement; and
Effectively communicates between vendors and stakeholders regarding purchasing/procurement-related activities and requests;
Carefully reviews contract terms, including payment schedules, warranty clauses, and penalties for non-compliance, to protect the organization's interests and ensure that existing suppliers, vendors, and/or service providers are compliant with the Agreed-upon Contracts and/or Service Level Agreements (SLAs);
Conducts supplier performance evaluation with the end-user to assess the reliability of suppliers and third-party service providers in terms of quality, quantity, and timeliness of products and services being provided.
Ensures vendors are being accredited every 3 years or as soon as it expires
Guarantees favorable purchases, deals, and transactions for the Company's requirement for goods and services without compromising the quality;
Manages cost in all purchasing/procurement-related requests, and transactions and garners a prescribed percentage of savings from the Management's prescribed budget;
JOB QUALIFICATIONS:
The candidate must have a bachelor's degree in Engineering
Must have a 5 years relevant experience in Purchasing, Property Management and Real Estate
Must have an excellent written and verbal communication skills
With at least 2 years supervisory experience
With great organizational and planning skills and the ability to maintain vendor relationships
Excellent communication, negotiation and interpersonal skills
Must be a team-player, able to multi task and dependable
Must have strong decision-making skills, analytical and critical thinking skills
Must be detail-oriented
