Overview:
URC is searching for an experienced Provincial Officer for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, fortify quality of family planning and maternal and child health service, and bolster key public health policies and systems needed to support behaviors and services for maternal and child health.
Responsibilities:
The Provincial Officer lead the implementation of provincial-level activities and support field-level health leadership and governance interventions to ensure a shared vision is being implemented. S/he will monitor provincial staff performance, support local grantees, and ensure continued support from the Integrated Provincial Health Office (IPHO) and Local Government Units (LGUs).
Specific responsibilities include the following:
Leadership and management
· Leads development of provincial activities in line with the project work plan;
· Ensures implementation of provincial-level activities, under the supervision of the COP and in coordination with technical leads based in the central office;
· Provides overall management and supervision to provincial staff;
· Ensures compliance with administrative, personnel, and financial policies among the provincial team;
· Ensures effective coordination and communication with other program teams and the finance and admin units;
· Conducts regular provincial staff meetings;
Coordination with project partners
· Liaises with civil society organizations, LGUs, and other provincial and community level stakeholders involved in activity implementation to ensure synergies according to a shared vision;
· Provides oversight to local grantees;
· Ensures support from IPHO and LGUs on financial and programming commitments.
Technical and reporting
· Supports field level health leadership and governance interventions under the supervision of the regional director;
· Establishes and maintains a standard and systematic recording and reporting system that will provide consistent, accurate and timely information;
· Participates in the formulation of program policies and strategies, and the development and implementation of detailed work plans;
· Oversees monitoring and evaluation at the provincial and health facility levels;
· Do other tasks as may be required by the project.
Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Bachelors degree in public health, sociology, or other related field, advanced degree preferred;
Minimum 5 years work experience, preferably;
Previous experience in BARMM preferred;
Strong previous leadership experience on USAID projects preferred;
Strong written and spoken English and local languages;
