Overview:
URC is searching for an experienced Provincial M&E Specialist for the USAID BARMMHealth project in Philippines. BARMMHealth is a five-year project to bolster the capacity of the Ministry of Health- Bangsamoro Autonomous Region in Muslim Mindanao (MOH-BARMM) in facilitating local health solutions in family planning, adolescent and youth reproductive health, and maternal and child health, towards self-reliance and sustainability.
The project works on three objectives: Improve social norms and strengthened healthy behaviors among underserved adolescents, youth, women and men, fortify quality of family planning and maternal and child health service, and bolster key public health policies and systems needed to support behaviors and services for maternal and child health.
Responsibilities:
The Provincial MEL Specialist will support field-level MEL activities on the BARMMHealth project.
Specific responsibilities include the following:
Assists the MEL specialist and provincial team to track, monitor, consolidate, analyze and report provincial-level FP/MCH/ASRH performance data:
Conducts provincial-level analysis of project performance data and provides recommendations for addressing gaps and challenges to improve field-level performance;
Assists the Provincial FP/QI and SBC Coordinators in data collection using structured qualitative/quantitative tools to track performance and impact of interventions;
Trains field staff in monitoring and evaluation processes, tools & guides (including the data capture form and consolidation), and provide continuing coaching;
Maintains, updates and administers the MEL provincial database, in coordination with the MEL Specialist and the IT/GIS specialist
Coordinates with technical team to facilitate and conduct project specific assessments that will inform decision making and promote learning;
Works with the MEL Specialist in developing capacities of provincial and municipal Local Government Units (LGUs) on performance data collection, tracking, monitoring, consolidation and analysis, including the capacity building of Provincial FP and FHSIS coordinators on FHSIS and conducting Data Quality Checks (DQCs);
Leads the provincial team's analysis and review of performance data to jointly formulate solutions and provide recommendations for addressing gaps and barriers to achieving LGU-level results;
Supports the conduct of the project internal data quality assessments (DQAs) for key indicators, including USAID required indicators;
Provides support to project design activities including development of strategic frameworks;
Provides technical assistance to partners and grantees in recording, monitoring, consolidating, reporting and analysis of related performance data and issues;
Provides technical assistance to project partners in relation to monitoring and reporting issues;
Maintains and administer the MEL database, with support from the IT/GIS specialist;
Tracks best practices, innovations, and adaptive solutions in monitoring and evaluation to advise the MEL Specialist on project performance improvement;
Provides support to the MEL specialist and MEL Advisor in the development of MEL tools (data capture forms, consolidation, provincial performance tables/reports), job aids and training materials;
Assists the Provincial FP/QI and SBC Coordinators in identifying potential success stories and generating data from the field for this purpose;
Works with MEL specialist, Knowledge Management and Communications team, and other technical staff in identifying learning agendas, communicating local successes and learning, and supporting dissemination to stakeholders;
Supports related field-level operational research/implementation research activities, if any;
Carries out additional responsibilities as may be assigned from time to time by the COP, MEL Advisor, or MEL Specialist.
Knowledge, Skills and Abilities
Excellent communication skills, work ethic, ability to work under pressure, ability to work with people of different cultural backgrounds, and ability to develop and maintain relationships with internal and external colleagues, including geographically dispersed teams.
Qualifications:
Required Experience and Qualifications
Bachelor's Degree in applied science and/or related degree;
Knowledge of Microsoft Office Word, Excel, Access database, PowerPoint;
Minimum of 5 years's experience in FHSIS data collection and/or research;
Previous experience in the BARMM preferable;
Strong interpersonal and communication skills;
Ability to multi-task and work under pressing deadlines; and
Fluency in written, spoken, and reporting skills in English.
