This position requires managerial and extensive specialized skills and knowledge to handle the challenges and complexities of quality deliverables, quality discipline (Continuous Performance Indicators (CPI), Home office Quality Assurance (QA), Supplier Quality Surveillance (SQS) and Construction Quality (CQ)). This role directs the work of assigned quality personnel.
Principal Job Duties & Responsibilities
. Oversee technical quality (i.e., adherence to client, regulatory agency, and company requirements), perform administrative functions (i.e., budgeting, forecasting, staffing, etc.), and help to maintain harmonious client relations
. Maintain relationships with key internal and external Clients and external Quality community
. Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
. Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
. Analyze situations, identify and forecast pertinent problems and evaluate realistic options and recommend/implement appropriate course of action
. Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
. Employ decision-making authority and recommendations that have a significant impact on Quality policies and programs
. Assist in developing an orientation program to ensure that the project teams are familiar with the requirements of the Project Quality Plan including other Quality matters, if required
. Assess the ability of the suppliers to meet the Quality requirements of the project
. Maintain project Quality records for all phases of the project
. Provide mentoring/people development for direct reports
. Contribute to and promote the use of Fluor's knowledge management portals and communities
. Support proposal and estimate activities
. Monitor and support work performed by Fluor offices or other designated entities performing Distributed Execution activities
. At the direction of the Office Quality Manager, participate in recruiting and hiring activities
. At the direction of the Office Quality Manager, represent Quality in meetings, project staffing, and Quality operations
. Analyse and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
. Organize and prioritize a variety of projects and multiple tasks in an effective and timely manner, set priorities, and meet deadlines
. Plan and organize own work assignments, as well as carry out tasks from management staff
. Understanding of the integrated quality endtoend process (Continuous Performance Indicators (CPI), Home office Quality Assurance (QA), Supplier Quality Surveillance (SQS) and Construction Quality (CQ)
. Understand the scope of work and the Client quality requirements
. Prepare Project Quality Plan
. Participate in Project Risk Assessment sessions and follow-up on the implementation of mitigation strategies
. Act as the Lead Auditor for the project audits
. Determine the appropriate Quality Performance Indicators (QPIs) that will be tracked on the project and issue a monthly Quality Performance Indicators (QPI) Status Report for the project
. Interface with the Client quality representatives and/or auditors as required
. Formally identify the scope of quality activities for the project and obtain concurrence from the Project Manager
. Develop an appropriate audit strategy for the project prepare the initial Project Audit Plan including distributed execution offices monitor the project-specific Project Audit Plan and update the status as required.
. Prepare and issue Audit Reports
. Monitor the timely and effective close-out of Corrective Actions (CAs), Preventive Actions (PAs), and Nonconformance Reports (NCRs)
. Prepare Quality input to the Monthly Report
. Perform surveillance and spot checks of deliverables
. Coordinate lessons learned efforts (review, organize, and share)
. Provide technical direction and expertise to project staff
. Collect project specific feedback (from client, Fluor staff, third parties)
. Recommend improvements including (reengineering of) project execution processes
. Development of contract and purchase order quality requirements.
. Maintain compliance with all applicable policies, procedures, and global standards
. Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
. Effectively develop and apply the Core Skills to the job
. May need to travel to attend to business related matters
Basic Job Requirements
. Accredited engineering/technical degree preferred in relevant discipline.
. Masters degree in engineering discipline/technical field, or administration area preferred
. A recognized professional certification or registration in the applicable field
. Ability to communicate effectively with audiences that include but are not limited to management, co-workers, clients, vendors, contractors, and visitors
. 9001 Lead Auditor certification by outside agency (e.g., RAB, ASQ, IQA, etc.) required
. Familiarity with ISO 9000 14000 and 45000 Series and International Standards relevant to Oil and Gas Industry
. Proven industry experience gained from one or more of the following business Lines: Oil & Gas Power and Life Science and Advance Manufacturing
(Pharmaceutical)
. Proven Project Experience in Lump Sum, EPC and PMC
. Able to demonstrate inspection experience (NDE, welding, coating, pressure vessel, etc.)
. Knowledge and experience in ASME, API, AWS, AS, BS, DNV, TEMA, NORSOK, ISO, ASNT, ASTM, NACE, SSPC, AISC and EN standards.
. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
. Ability to develop, update and maintain in-house technical standards and specifications.
. Ability to attend to detail and work in a time conscious and time-effective manner
. Demonstrable Management experience and ability to provide direction, development and management of departmental budget training needs preparation etc.
. Good interpersonal and communication skills
. Good leadership, co-ordination and decision-making skills
. Excellent written communications skills.
