SCOPE OF WORK
The scope of work of the Project Proposal Facilitator and Technical Writer will include but not limited to the following:
Spearhead discussions between Educo and the local partner to brainstorm ideas of the project concept and develop the action plan for the preparation of AECID proposal;
Review and analyze the requirements in the call for proposal and develop recommendations on how this can be addressed;
Review previous proposals submitted to AECID to identify the strength and weaknesses and determine how the lessons learned could be adopted in the new proposal;
Provide support in terms of providing guidelines (checklist) for the consultation process to be held with target stakeholders and beneficiaries including children. Prepare consolidated document for the process and results of the consultation with stakeholders and beneficiaries (MLGU, BLGU, identified community - based women's group or local; children organization);
Conduct online research and compilation of literature or data for Manito and Libon for use in problem analysis and proposal narrative;
Facilitate discussion with Educo and the local partner technical team to develop the problem and solution tree analysis with the participation of stakeholders (MLGU representative, beneficiaries, and children representative) if feasible;
Develop the draft logical framework using AECID template for presentation, discussion, and approval of Educo and the local partner technical team;
Write the draft of the proposal narrative using AECID template, circulate the draft of the proposal to Educo (CO and HO) and the local partner technical team for their review, comments, and suggestions. Consolidate the comments and suggestions from the technical team and prepare the 2nd draft for finalization. Depending on the quality of the 1st draft, the narrative could be finalized at the 2nd draft, if not 3rd draft might be needed;
Drafting of the budget in support of Educo's Admin and Finance Unit;
If needed, provide support in completing all other requirements for the proposal such as an agreement between Educo and the local partner, Letter of Commitment from stakeholders (MLGU, BLGU, identified community - based women's group or local; children organization), Map of intervention areas, and others that may be required by AECID.
DELIVERABLES
The following outputs are expected from this consultancy services:
Minutes of meeting or notes from the brainstorming/coordination meetings between Educo and the local partner and Action Plan for the development of AECID project proposal;
Summarized notes for the key requirements in the call for proposal, notes from the review of previous proposals, and recommendations for consideration in preparing the new proposal;
Written and photo documentation of the consultation process with stakeholders and beneficiaries;
Problem and solution tree analysis;
Project logical framework;
Draft Budget (in support of Educo Finance Team);
Annexes required by AECID i.e. Educo and local partner agreement, stakeholders and beneficiaries commitment letter and map of intervention areas, and others that may be required;
Proposal/technical template in final and approved, ready for online submission.
DURATION AND LOCATION
This consultancy has a total duration of 30 days spread over from May to June 2021 in a remote/work from home reporting set-up.
WORK ARRANGEMENT
The consultant will report directly to the Strategic Partnership and Advocacy Unit (SPAU) and the Program Unit and will work closely with the Partnerships Officer, Director of Program, Area Team Leader, and technical team (including Educo Head Office) from Educo and the local partner. The consultant will provide remote support or face-to-face support depending on his/her location in the process of developing the project proposal. The consultant should have his/her own laptop computer for use in preparing the proposal. Administrative and logistic support will only be provided in case the consultant will be needed to come to the country office in Legazpi City or in the target project areas during the consultation process with stakeholders, partners, and beneficiaries.
REQUIRED QUALIFICATIONS
The successful candidate should possess the following experiences and qualifications to be considered in this post:
Professional experience
Successful experience in project proposal development with institutional donors. Experience preparing a proposal for AECID highly preferred
Outstanding technical writing skill is a must
Significant work experience in the implementation and management of humanitarian or development projects covering either governance, women empowerment, livelihood, and disaster risk reduction thematic areas
Familiarity and work experience in Bicol Region will be an advantage
Relevant experience in child focused programming
Proven ability to work under pressure and meet deadlines
Educational and Technical Qualification
At least a master's degree in any development studies from any recognized and reputable institution or an equivalent solid experience related to the field
With training in project planning, development and management Will be an added advantage
Technical knowledge on either governance, women empowerment, livelihood and disaster risk reduction thematic areas
