The International City/County Management Association (ICMA) is a U.S. based association dedicated to creating and supporting dynamic communities around the world. In the Philippines, ICMA is implementing the five-year Strengthening Urban Resilience for Growth with Equity (SURGE) Project of the U.S. Agency for International Development (USAID). The SURGE Project assists cities to plan effectively, guarantee basic services, promote competitiveness and support sustainable development while ensuring inclusive and resilient growth. ICMA is seeking qualified and dedicated candidates for the position of:
PROJECT OFFICER
Based in Makati City
The Project Officer based in the city shall provide technical and administrative support to the SURGE Project Management based in Makati Office in planning, organizing, implementing and monitoring project activities. Specifically, s/he will:
• Liaise with the SURGE Project Management based in Makati Office in the implementation of project activities/events;
• Perform tasks and needed assistance to implement project activities in the city such as but not limited to:
o coordinating with city and provincial multi-sectoral stakeholders and partners
o conducting research and documentation
o preparing activity designs, procurement and travel-related documents
o preparing news bits, press releases, bullet stories and communication materials
o preparing official correspondences
o providing logistical support to key events
o assisting in planning, organizing, implementation and monitoring of training, technical assistance workshops, and other capacity building activities
o monitoring and reporting of activities in the city
• Ensure that the project activities’ implementation requirements are coordinated and communicated with the concerned agencies;
• Monitor progress of SURGE activities through various modalities (site visits, emails, face to face and/or skype meetings) and report findings and recommendations;
• Carry out the administrative and financial management functions of the nodal office;
• Perform office data and information maintenance, monitoring and evaluation systems updating;
• Serve as custodian of nodal office’s fixtures and equipment;
• Maintain the highest standard of integrity and ensure compliance with all project procedures and processes, with ICMA policies, and with USAID contract requirements; and,
• Undertake any other necessary tasks that the SURGE Project Management assigns.
QUALIFICATIONS:
We are looking for someone with a Bachelor’s degree in economics, urban planning or commerce. Minimum of five years’ experience in project development or equivalent work experience in multi-sectoral coordination and relationship building, preferably with business, academe and/or local/national government agencies. Excellent analytical, verbal communication and writing skills. Demonstrated skills in preparing PowerPoint presentations and institutional/activity collaterals. Proficiency in the use of MS Office, design software and content management systems. Ability to prioritize plans and submit good quality deliverables on time. Reliable and able to work with minimal supervision. Excellent work ethics, passion for service and excellence. Fluent in Waray is an advantage
