Project Description
Saudi Arabian Bechtel Company is providing Project Management Consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned city in the Tabuk Province of north-western Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.
NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centres, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in ground-breaking ways.
Summary
The Project Manager - Civils is responsible for managing one or more major civil packages including bulk excavation and major concrete installation works. The role will span from the conceptual stages through planning, engineering, procurement, construction, start-up, performance testing, initial operations, occupancy and contract close-out.
Essential Job Duties
Executes work against established project management policies, plans, and programs for the orderly execution of projects
Establishes and implements staffing plans for the project management function on proposals, programmed overhead, and awarded projects
Regularly monitors the progress of active projects and ensures that responsible actions are being taken by members of the project team
Reviews and approves project execution plans, project plans and programs, and other critical project plans and/or documents
Supervises assigned staff and provides for proper delegation of management authority, responsibility, and accountability
Ensures that project related problems are resolved promptly and that an integrated approach is followed in the performance of the project
Reviews and approves the release of project cost estimates, schedules, major trends, and forecasts to customers. Also reviews and approves major changes or deviations to these control documents.
Responsible for the assembly of procurement and bid packages for contractors and the leadership of the procurement actions to contract award
Responsible for a team who have construction oversight and compliance of contractor's, ensuring works are carried out as per the drawings, specifications and standards, as per schedule and ensures compliance to ES&H plans, quality standards and local/national regulatory safety codes
Coordinates with Engineering Department to ensure complete design packages are issued to Contractors as well as resolving Technical Queries (TQ's), Request for Information (RFI) and Field Changes
Lead and coordinate with contractors, engineers, client, and other stakeholders
Engages with stakeholders at project level when required to improve underperformance
Ensure the closure of each project is systematic and complete in all respects
Maintains an effective relationship with other functional departments and coordinates all jobsite contractual activities
Qualifications, Experience, Job Knowledge And Skill Set Requirements
A recognized bachelor's or master's degree in Civil /Structural or relevant Engineering discipline
Minimum 20 years of experience in construction projects
Experience of leading pre-construction activities such as issuing Requests for Proposals, evaluating bids and contractor mobilisation
Experience in a leadership role on large civil scope projects in either a contractor or a Project Management Consultant (PMC) team
Experience with significant excavation in sand, soft and hard rock and with large volumes of concrete
Thorough knowledge of international standards and specification and codes as applicable including safety procedures associated with civils construction works
Thorough knowledge of the Saudi Arabian Building Code requirements
Experience in KSA / Middle east / GCC, either on Construction Management role or Direct Construction experience on construction projects
Must be able to demonstrate good communication and interpersonal skills to maintain a positive work environment between all parties including the Client, Contractors, and other stakeholders throughout the project life cycle
Self-motivated individual with ability to work independently and exercise professional judgment, with a passion to take ownership of projects and provide sound technical leadership to contractor's staff and field engineers
