MAIN PURPOSE OF JOB
The Project Manager- eLMIS will provide strategic guidance, project management, technical capacity building, and change management support to the Department of Health (DOH) and eLMIS Technical Working Group (TWG) for the implementation of eLMIS across the country. The specified services expected for project management include: system engineering; software development; training for user, administrator and Operate/Maintain roles (including software development skills); and system deployment. The Project Manager will help to confirm key planning inputs including charter, scope, high-level approach, stakeholders, roles and responsibilities, anticipated deliverables and planning constraints for eLMIS implementation project.
MAIN DUTIES AND RESPONSIBILITIES
1. Project Management, Technical Support, and Coordination (50%)
Work with the DOH TWG, USAID, other technical staff and contracted IT service providers and estimate the implementation phases, including scope, work activities, dependencies, deliverables, completion criteria, staffing, schedule and costs (i.e. acquisition, operating and change) for the implementation of eLMIS.
Develop, facilitate review of and refine a draft eLMIS Integrated Project Management Plan (IPMP) incorporating anticipated costs and timelines.
Assist in providing independent verification and validation of the services provided by contracted IT service providers.
Monitor the service provider's delivery of services and provided deliverables, for conformance to solicited body of work for the eLMIS Implementation Project. This includes reviewing and verifying the contractor's methodology and practices for the full system lifecycle; plans; key artifacts; physical, realized system components; performance of key work activities; human resource development for targeted users, operators and administrators of the eLMIS, achievement of readiness for the eLMIS deployment; and longer term support services, as necessary.
Liaise and cooperate with the DOH, the IT service providers, as well as other MTaPS members.
Support coordination with stakeholders, USAID, DOH business units, CHDs, and LGUs as necessary
2. Capacity Building (25%)
Provide technical assistance, for project management and related change management, to the DOH's management staff and identified resources that will conduct the design, customization/configuration/development, deployment, operations and maintenance aspects of the DOH's eLMIS initiative.
Support DOH in establishing a cohesive and effective organizational structure and process flow for the implementation of the eLMIS.
Mentor the DOH's resources in managing the eLMIS implementation and performing in key roles for change management
Support the identification and award implementation to qualified IT service providers as necessary.
Support management of the DOH's IT contractors (if any)
Mentor other DOH staff as necessary
Facilitate quality assurance of the trainings related to implementation of eLMIS rolling out.
Attend technical and informational meetings when required and prepare related briefs for other team members.
3. Monitoring, Evaluation, Leadership, and Strategic Decision Making (25%)
Provide updates to DOH, MTaPS and USAID and draft periodic reports on the progress and status of eLMIS implementation
Participate in evaluation and learning from the eLMIS testing and deployment and identify requirements for full deployment of eLMIS across the country
Support implementation of the MTaPS' M&E strategy in collaboration with the MTaPS MEL Adviser and other team members.
Maintain programmatic files with key programmatic documents related to eLMIS implementation and support
Participate in the review of designated program documentation and activity products ensuring quality of program deliverables.
Supervise other technical staffs as assigned.
Represent MTaPS in technical meetings as needed.
REQUIRED MINIMUM EDUCATION
Required: Bachelor's Degree in systems engineering, computer sciences, information systems, software quality assurance or project management related field
Preferred: Graduate degree, such as a master's or doctorate
REQUIRED MINIMUM EXPERIENCE
Required:
Bachelor's and minimum 10 years of experience, or commensurate level of education and experience.
Expertise and experience in procurement and supply chain management related information systems, including system architecture, application design, current and innovative technologies, and open-source solutions and standards.
Preferred:
12 to 15 years' IT project management
Specialized training and/or experience relating to health information systems, or supply chain management
Proven project management experience in delivering software implementation projects
Experience in Agile/Scrum concepts
Experience with Philippines Department of Health and/or USAID
KNOWLEDGE AND SKILLS
Ability to write technical reports and documents, and to make presentations in English is required.
Competency in the use of word processing programs, spreadsheets and database applications is required.
Excellent writing and presentation skills in English are essential
Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit
Ability to work independently and in team
