Job Description Fluor, together with its joint-venture partner AECOM, is seeking candidates for the recently awarded California High-Speed Rail program. The team was a awarded a four-year program delivery support services contract by the California High-Speed Rail Authority, to provide program delivery and program management services to support one of the largest planned infrastructure projects in the U.S. The system will connect the 500-mile stretch between the Los Angeles region with the San Francisco Bay Area, with up to 24 stations. The first phase of the program is currently under construction in California's Central Valley. The purpose of this position is to oversee a team of Human Resource professionals supporting a business or several businesses, or oversee/manage a specific Human Resource discipline, activity, program or process. This position has the responsibility to implement HR strategies, and initiatives throughout project, office, or local business line to improve workforce performance. Typically this position is responsible for one or more significant corporate projects with budgetary responsibility, including the development or implementation of policies, procedures, and methods designed to enhance the ability to attract and retain qualified employees . Serve as a link between management and employees by handling questions, interpreting and administering contracts and helping resolve work-related problems . Advise managers on organizational policy matters, and recommend needed changes . Act as main resource to respond to queries regarding Human Resource policies and procedures and applicable country regulations . Plan, direct, supervise, and coordinate work activities of subordinates and staff relating to employment, compensation, labor relations, and employee relations . Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organizational personnel Human Resource policies and practices . Prepare and monitor budgets for Human Resource operations . Other duties as assigned Basic Job Requirements . Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders . Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner Preferred Qualifications . Accredited four (4) year degree or global equivalent in HR, Psychology, Education, Business, or related field, with significant experience in Human Resources . Advanced degree or global equivalent preferred . Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR), Global Professional in Human Resources (GPHR) certification, or applicable HR accreditation . Demonstrated problem solving, judgment, and conflict resolution skills with the ability to provide high quality independent analysis, conclusions, and recommendations . Demonstrated ability to be discreet with confidential company and employee information . Experience providing consultation to managers and HR staff about HR strategy and program implementation . Excellent written and oral communication skills . Intermediate to advanced knowledge of cultures and cross-cultural collaboration . Ability to build trusting relationships, gain credibility, and partner with leaders, peers, and employees . Ability to achieve results in a fast-paced, dynamic environment with shifting priorities and deadlines . Exhibit team orientation and positive relationships with all levels of employees . Display an understanding of the company's organizational structure, corporate culture, and business objectives . Proficient computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations .
