The overall objective of this position is implementing our execution framework for small/midd CapEx investment project(s) with a predominately self-perform component in the RTP region. This role is focused in the Advanced Technologies, Advanced Manufacturing, and Life Sciences industries. When acting in the role of a Proposal Manager, this position is responsible for managing completion of technical and commercial proposals, providing project planning, means and methods of project execution and strategy, schedule preparation, cost estimating, and Project Execution and Commercial Execution Strategy. Job duties include: . Develop client relationships to drive growth in number of active accounts and magnitude of backlog within in the region . Drive commercial profitability for Fluor When acting in the role of a Project Manager, this position is responsible for performing the essential project management job duties and functions including as listed below: . Ensure Health, Safety and Environmental (HSE) is emphad throughout all phases of the project(s) . Ensure Quality standards are maintained, and records kept for each project and craft member's records . Ensure execution of all aspects of the project(s) in accordance with contractual obligations, Fluor's Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP) . Ensure full compliance with Fluor prime contract with regard to client reporting, notifications, project system start-up and close-out requirements . Establish the project(s) baseline (as defined in the OSR), and ensure that it is fully documented, updated throughout all project phases, and appropriately communicated to Fluor project team(s) . Deliver the project(s) in accordance with the project execution and commercial baselines . Ensure recruiting, retaining, and releasing of craft workforce and project support staff is managed properly . Other duties as assigned Basic Job Requirements . Accredited four (4) year degree or global equivalent in applicable field of study and twelve (12) years of work-related experience or a combination of education and directly related experience equal to sixteen (16) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements . Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders . Job related technical knowledge necessary to complete the job . Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines . Ability to attend to detail and work in a time-conscious and time-effective manner Preferred Qualifications . Jobsite experience and understanding of construction safety program . Minimum of twelve (12) years of relevant experience in engineering, procurement, fabrication, and construction/construction management (EPFC/CM) project management . Existing RTP client network and ability to engage existing or potential clients for new award pursuits . Experience in the Life Sciences, Advanced Technologies, and/or Advanced Manufacturing industries . Demonstration of successful performance as project manager on a minimum of two (2) medium to large d projects or multiple project assignments in a significant role on large to very large d EPFC/CM projects . Completion of all required in-house project management courses in addition to courses obtained from university or other qualified sources . Good knowledge and experience on project design, engineering, procurement, material management, construction, commissioning, start up, turn over work processes, sequencing, and interfaces . Project Controls and Finance including understanding of: - Scheduling (including manpower loading) - Progress measurement - Risk assessment and management - Code of accounts - Work breakdown structure - Change management - Cost control - Estimating process and planning - Global Pricing Model (GPM), Project Status Review (PSR) and Project Margin Analysis, Report (PMAR) development and reporting . General understanding of contract law and when to engage legal . Regulatory requirements including permitting . Understanding of project funding and client CapEx spend . Experience of multiple commercial executions structures including Lump Sum/Reimbursable/Guaranteed Maximum price (Gmax) . Proactive - goal orientated with the initiative to influence events positively, lead project team, and influence client for decision making . Ability to resolve complex problems and to be comfortable in complex project or business environments . Ability to set and maintain high standards of self performance with responsibility and accountability for successfully completing assignments and tasks . Demonstration of innovation, initiative, maturity, and sound judgment . Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project . Mobility - for example, traveling to client locations and executing in a hybrid model of office based central locations plus going to various sites in the region to ensure successful execution. Also potential travel to other Fluor locations for training and knowledge sharing. . Basic computer and software skills to include the use of word processing, email, spreadsheets, and electronic presentations .
