Organizational Setting For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict. In recent years, FAO has adopted a comprehensive and inclusive approach to strengthening resilience and reducing poverty, recognizing that the poor and most marginalized people are disproportionately affected by hazards and crises. FAO advocated the Adaptive and Shock Responsive Social Protection (ASRSP) system to build the resilience of the vulnerable population to shocks and stresses, helping to break the vicious cycles of social and economic deprivation. FAO's work on ASRSP contributes to FAO's Strategic Programme 5: ''Increase the resilience of livelihoods to threats and crises.' Reporting Lines The Project Development and Coordination Specialist directly reports to the Assistant FAO Representative (Programme). Technical Focus The FAO-DSWD Cooperation Agreement on the Establishment of Shock Responsive Social Protection (SRSP) was signed in November 2020. The Agreement seeks to define areas of collaboration between DSWD and FAO to enhance coherence between social protection and agricultural programming, and to promote the establishment of shock responsive social protection for building resilience. Through this Agreement, the DSWD and FAO will jointly implement the adoption of the Roadmap on Adaptive and Shock Responsive Social Protection (ASRSP) which is among the milestones of the DSWD Social Protection Plan 2020-2022. As part of the ongoing partnership between FAO and DSWD, a pilot project on Anticipatory Action for flooding and typhoon funded by the European Civil Protection and Humanitarian Aid Operations (ECHO) is currently being implemented. This pilot initiative entitled Building on Social Protection for Anticipatory Action and Response in Emergencies and Disasters (B-SPARED) aims to demonstrate how Anticipatory Action can be carried out by leveraging on existing social protection systems with the goal of building the resilience of poor and vulnerable households to climate-induced and human-induced hazards. The Project Development and Coordination Specialist will facilitate all activities under the FAO-DSWD Cooperation Agreement on the Establishment of Social Protection with particular focus on the B-SPARED project. Tasks And Responsibilities The Project Development and Coordination Specialist will be lodged in the Policy Development and Planning Bureau (PDPB) of the DSWD to facilitate the activities related to the Cooperation Agreement. He/She will work in close collaboration with the relevant offices/units within the DSWD. Specifically, the Project Development and Coordination Specialist shall perform the following responsibilities: Support in the identification and development of strategies to strengthen FAO's linkages with the Department of Social Welfare and Development (DSWD) and other relevant government agencies in the implementation of its Anticipatory Action (AA) and Adaptive and Shock Responsive Social Protection (ASRSP) projects; Facilitate the implementation of activities under the DSWD-FAO partnership on the Establishment of Shock Responsive Social Protection (SRSP) with primary focus on the ECHO PPP pilot on AA for typhoon, flooding and drought or the Building on Social Protection for Anticipatory Action and Response in Emergencies and Disasters (B-SPARED) project; Assist the partner offices/bureaus/units within DSWD in the development and packaging of proposals for project activities; Monitor the implementation of project activities to ensure compliance to the Cooperation Agreement and delivery of outputs; Plan, organize and coordinate the conduct of B-SPARED project assessment/review meetings and ensure that lessons learned feed into the implementation of project activities; Lead the updating of the work plan on the DSWD-FAO partnership on the Establishment of ASRSP; Support the Community Development Specialist in the integration of community-based approaches to the B-SPARED project activities; Support the Anticipatory Action Specialist in mainstreaming Anticipatory Action in local DRRM and Contingency Plans of partner LGUs in DSWD-led and FAO-led areas; Provide technical and coordination support in the development of learning materials, training and orientation modules, and communication materials needed for the implementation of the B-SPARED project; Provide technical and secretariat support to meetings related to the DSWD-FAO work plan and FAO-led AA and ASRSP coordination mechanisms such as the Anticipatory Action Technical Working Group; Prepare monthly accomplishment reports to be submitted to the Social Policy Programme Coordinator and the DSWD PDPB Head; Perform other related duties as required by the FAO Representative, Social Policy and Program Coordinator, and PDPB Head. CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements University degree in social sciences, development studies, pubic administration, disaster risk reduction and management, and other related sciences/disciplines; At least five (5) years relevant and progressive experience in the development and management of projects related to social protection and disaster risk reduction and management (DRRM) and coordination with national/regional government structures, and private sector; Working knowledge of English.
