Fluor is seeking candidates for the I-35 Northeast Expansion (NEX) South project in San Antonio, TX.
Fluor's scope includes the design and construction of approximately four miles of elevated lanes, three in each direction, and associated interchanges at either end of the project.
The I-35 NEX South Project will add additional capacity to one of the most congested corridors in the state, which handles more than 140,000 vehicles per day.
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
This position is responsible for providing direction, training, and evaluation of the Finance Function of a Joint Venture Company executing a Design/Build Project.
. Ensure project team have a clear understanding of the prime contract commercial terms
. Approve JV/Project Profit and Loss (P&L), Balance Sheets, and supporting documentation
. Understand, analyze and communicate the profit drivers on the project
. Perform reconciliations including investigation and rationale for variances
. Assist Project Management and the JV Board in understanding and communicating financial issues and performance
. Review and approve select journal entries such as Unrecorded Liabilities
. Coordinate with Project Controls in the development of the Cash Flow forecast
. Prepare cash call data for the JV Board
. Supervise month-end/quarter-end activities
. Participate in meetings with regard to commercial issues
. Interface with other groups inside and outside the JV and Partner organizations, senior management, other locations, clients, and auditors
. Supervise on-site Financial, Accounts Payable, Timekeeping, and Payroll Functions
. Approve client invoicing
. Review and approve the Infrastructure Project Forecast Reporting Reconciliation
. Review and approve all partner invoices to the JV
. Review Estimate-At-Completion (EAC) documents and Variable Compensation Template
. Prepare Support PMAR forecast templates
. Review JV PMAR forecast templates and PMARs
. Support PSR updates as needed
. Coordinate with Project Management on Equipment and Material disposals
. Ensure all required checklists (PMAR, GPF, etc) are prepared and signed
. Coordinate with Project Controls in the development of the quarterly EY Notes
. Provide guidance regularly and training to Finance team members and other project support personnel as appropriate
. Participate in the preparation for the Global Pricing Model with respect to change orders
. Apply and analyze local statutory and tax requirements impacting project execution
. Typically manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback
. Maintain compliance with all applicable policies, procedures, and global standards
. Analyze situations, identify and forecast pertinent problems and evaluate realistic options and recommend/implement appropriate course of action
. Organize and prioritize a variety of complex tasks in an effective and timely manner, set priorities, and meet critical time deadlines
. Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
. Effectively develop and apply the Core Skills to the job
. May need to travel to attend to business related matters
. Meet expectations on attendance and punctuality

Basic Job Requirements
. Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of work-related experience or a combination of education and directly related experience equal to twelve (12) years if non-degreed some locations may have additional or different qualifications in order to comply with local requirements
. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders
. Job related technical knowledge necessary to complete the job
. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
. Ability to attend to detail and work in a time-conscious and time-effective manner
Preferred Qualifications
. Accredited four (4) year degree or global equivalent in business/finance preferred, or equivalent business experience in an Engineering and Construction environment
. Eight (8) years of related Project Business Service (PBS)/project experience
. Excellent interpersonal and communication skills
. Excellent leadership and decision-making skills
. Demonstrated proficiency in the use of personal computer-based business applications
. Demonstrated knowledge of Fluor's Enterprise Risk Management (ERM) applications
