Position Title: Project Assistant
Duty Station: IOM Philippines Country Office (Zamboanga City)
Classification: Ungraded, Equivalent to G-5
Type of Appointment: Special short-term ungraded, six months with possibility of extension

Context:
Under the overall supervision of the Project Officer (Manila) and under the direct supervision of National Project Officer (Zamboanga) with administrative guidance of Head of Satellite Office (Zamboanga), the successful candidate will be accountable and responsible for the support of the IOM's Counter-Trafficking Programmes and activities implemented in the provinces of Basilan, Sulu and Tawi-Tawi (BaSulTa), in line with IOM policies, standards and commitments.
Core Functions / Responsibilities:
Under the direct supervision of National Project Officer in Zamboanga, assist programme team and thematic specialists/consultants in the operational requirements of the project implementation in the field (BaSulTa).
Support programme team in identifying and establishing linkage and coordination with relevant government line agencies, local authorities, civil society organizations, thematic clusters/groups and other stakeholders which support local Counter-Trafficking in Persons (CTIP) effort in BARMM.
Support organizing and facilitating trainings, workshops and working group meetings involving various stakeholders, as part of the project activities.
Assist conducting key data collection and validation related to CTIP in BARMM through baseline and monitoring surveys, in coordination with the enumerators, the data specialist and Information Management staff.
Assist drafting, compiling and producing resource materials, modules and key messages to be used by stakeholders, in line with the set standards and principles, and support adapting them to the local context and incorporating conflict and cultural sensitivity.
Support and facilitate community engagement processes such as consultations, focus groups discussions, information campaigns and other events, by promoting active participation of community-based organizations, civil society organizations and other groups.
Gather information such as periodic field updates, activity reports, note for file, meeting minutes, to prepare for timely submission of progress reports for internal and external use.
Perform liaison with IOM field colleagues, local partners and relevant stakeholders implementing other programs in the AoR for possible collaboration and avoid duplication of activities.
Undertake official duty travels as required, with IOM's Office of Staff Security.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor's degree in Bachelor's degree in Laws, Human Rights, Migration Studies, Behavioural, Political or Social Sciences, Development Studies, Gender Studies, Social Work or a related field from an accredited academic institution with three years of relevant professional experience; Or,
High School degree in the above fields with five years of relevant professional experience.
Experience
Experience in project management, community engagement, counter-trafficking and protection projects in post-conflict environments, preferred;
Extensive professional work experience in ZamBaSulTa areas (required), with strong cultural familiarity and knowledge of the areas.
Familiarity with major local languages of BaSulTa (Tausug, Sema and/or Yakan) is a distinct advantage.
Extensive field work with counterparts from the government and other private or international agencies involved in development planning or implementation, an asset;
Training or knowledge in the field of counter trafficking, (migrant) protection, labor migration, community engagement, case management, an asset;
Knowledge of conflict and labor migration context in Mindanao, especially BaSulTa region, a distinct advantage.
Skills
Skills in social mobilization, community engagement, event organization, preferred;
Good presentation, oral and written communication skills, required;
Ability to effectively use standard office software, such as MS Office (Word, Outlook, Excel and Power Point).
Languages
Fluency in English and Filipino is required. Working knowledge of Tausug and Sama and other ZamBaSulTa language is desirable.
