Position Title: Project Assistant (2 Vacancies)

Context:
Under the overall supervision of the Head of Sub-office (Zamboanga) and direct supervision of the National Project Officer designated for the programme; the successful candidate will be responsible and accountable for supporting IOM's Programmes in Basilan, Sulu, and Tawi-Tawi, in line with IOM policies, standards and commitments.
Core Functions / Responsibilities:
Under the direct supervision of National Project Officer (PO), assists programme team and thematic specialists/consultants in the operational requirements of the programme implementation in the field.
Support programme team in establishing linkage and coordination to relevant government line agencies and thematic clusters/groups that support sustainable energy solutions for key health facilities.
Prepare periodic updates, field reports, and other necessary documentation in the preparation of timely submission of programme progress, interim, and final reports.
Assist the programme team in the conduct of site assessments, needs identification, and prioritization and selection of key health facilities.
Support the PO and thematic specialists/consultants in coordination with the programme management team in the AoR (area of responsibility) including providing context-based and conflict-sensitive recommendations for cost-efficient and effective delivery of services.
Facilitate relevant meetings with local stakeholders in the AoR, including counterparts from local government, civil society organizations and non-governmental organizations, and private sector networks.
Assist the programme team in ensuring that all phases of programme/programme cycle including services deliveries are compliant to programme agreement and IOM standards.
Monitor programme services and deliveries are carried out in a timely and efficient manner including providing guidance to local partners involved in the field implementation.
Perform liaison with IOM field colleagues, local partners, and relevant stakeholders implementing similar programmes in the AoR for possible collaboration and avoid duplication of activities.
Support the programme's visibility and stakeholder engagements throughout the programme/programme cycle.
Coordinate all programme activities including community events and official travels with IOM's Office of Staff Security.
Undertake official duty travel to support the team and other colleagues, as required.
Perform such duties as may be assigned.
Required Qualifications and Experience
Education
Bachelor's degree in Community Development, Peace Studies, Development Studies, Social Work, International Relations or other related field from an accredited academic institution with three years of relevant professional experience; Or,
Completed High School degree from an accredited academic institution, with five years of relevant professional experience.
Experience
Experience on project implementation, community development, social cohesion and projects in post-conflict environments.
Knowledge of BARMM context, post conflict settings, and on Mindanao protection issues is an advantage;
Experience in working for public funded programmes (including UN projects) is an advantage.
Skills
Excellent interpersonal skills (in dealing with colleagues and the community) is a must;
Training and Facilitation skills.
In-depth knowledge of conflict context and solid understanding of migration issues in Mindanao, an asset.
Extensive experience and knowledge of cultural practices and context of the ZamBaSulTa Provinces.
Ability to effectively use standard office software, such as MS Office (Word, Outlook, Excel and Power Point).
Excellent presentation, oral and written communication skills in English.
Languages
Fluency in English and Tagalog is required. Conversant in any BARMM languages is an advantage.
