Context:
Under the overall supervision of the Head of Sub-Office in Cotabato and direct supervision of the Head of Satellite Office in Zamboanga, the successful candidate will be responsible and accountable for coordination of field staff in Basilan, Sulu, and Tawi-Tawi (BaSulTa) in line with IOM policies, standards, and commitments.
Core Functions / Responsibilities:
Assist the Head of Satellite Office and thematic specialists in the operational requirements of the field implementation of all IOM projects including periodic (monthly/quarterly) operational, administrative, and financial tasks.
Provide day-to-day coordination and administration amongst field teams in Basilan, Sulu, and Tawi-Tawi (BaSulTa), including timely and quality submission of monthly work plans, project reports, collection of means of verifications, collection of relevant administrative documentations, and circulation of information among IOM Philippines colleagues.
In close coordination with all Programme Units and field staff in BaSulTa, verify project activities are implemented in a timely and cost-efficient manner and abide by IOM's strategies, policies, rules, and regulations.
Support liaising with internal and external stakeholders and ensure sufficient information about the programme is circulated to and coordinated with local and regional representatives.
Ensure full adherence to the principles of the Do no Harm Framework throughout the project implementation.
Support the Project's visibility and stakeholder engagements, when required.
Support in translating and interpreting official meetings and documents from BaSulTa languages (i.e., Sama, Tausug, Yakan) into English and/or Filipino.
Undertake duty travel to support the team and other colleagues, as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
University degree in Social Work, Community Development, or a related field from an accredited academic institution with three years of relevant professional experience.
High School degree in the above fields with at least five years of relevant professional experience.
Experience
Experience in managing or implementing community development projects, assistance for vulnerable individuals or communities, preferred.
Experience in community facilitation, local governance processes, Mindanao peace and development issues, and adult education is a distinct advantage.
Knowledge of humanitarian, peace and development context in Mindanao, a distinct advantage.
Experience in supervising the implementation of administrative control procedures.
Skills
In depth knowledge of the broad range of migration related subjects dealt with by the Organization.
Knowledge of UN and bilateral/multilateral donor programming.
Strong coordination and communication skills; and
Knowledge of community organization.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino is required. Working knowledge of any BaSulTa languages (i.e. Sama, Tausug, Yakan).
