Job Description
RESPONSIBILITIES
POSITION SUMMARY:
The Program Management and Impact Lead is primarily responsible for the program oversight ensuring all programs and projects align with the organization's goals, vision, and mission, and that implementations are on track and achieves the impact they are set out to create.
He/she will lead the project review committee to evaluate the project design, feasibility, and strategic alignment, as well as guide the committee in assessing any re-calibrations and reallocations. He/she will also be responsible for implementing monitoring practices and ensure that programs are evaluated for its impact.
MAJOR DUTIES AND RESPONSIBILITES:
Program / Project Review
Lead and facilitate the project review process in order to ensure strategic alignment, operational feasibility, integration, and completeness of project proposals
Responsible for ensuring programs compliance with the project review process in accordance with the policy
Periodically review and enhance the project review process and policy, as needed
Proactively guide programs in project design for the purpose of enhancing, introducing points of integration and collaboration, keeping up to new trends and best practices in the development sector, and recalibrating based on feedback and results
Act as an internal consultant for program personnel to produce better project designs that are impactful, feasible, and cost efficient
Program Monitoring
Design and implement mechanisms to collect accurate and timely data in order to effectively monitor project progress
Provide input for enhancements, recalibrations, revisions, in case projects run off-course or appear to encounter challenges that prevent it from achieving desired outcomes and impact
Prepare and present reports to provide management with an overview of projects status / progress
Keep track of commitments and program goals/desired impact
Provide guidance in the development of the monitoring and evaluation plan, particularly in ensuring that the correct measures are in place and data collection methods are identified and feasible
Design and develop the overall framework for project and program Monitoring & Evaluation (mid-term reviews, impact assessment, final evaluation, project performance monitoring plan, data collection methodology, etc)
Equip projects to properly track and monitor activities and timeframes, as well as provide proper mechanisms to generate reports for keeping track of progress, changes, revisions, etc.
Organize and undertake training with implementing teams and collaborating partners on M&E plans
Impact Evaluation
From data collected and assessed, come up with evaluation reports on the projects outcomes and impact, analyzing whether desired outcomes were achieved
Conduct post-project debriefing to determine which factors contributed to its success or failures
Propose and implement ways to assess the project impact in order to produce summative data (in-house evaluation, feedback gathering, evaluation through third party, etc.)
Consolidate program/organizational inputs and data for the Foundation's sustainability report
Identify lessons learned and propose process / policy enhancements, strategy recalibrations, etc. in order to improve services, remain relevant, and accomplish results
Process Reviews and Streamlining
Periodically review processes and policies for project management in order to streamline workflows and improve efficiency
Examine potential areas for standardization in order to improve the project management practices in the organization
Recommend interventions in case of process gaps that negatively affect the project cycle
Leadership
Lead Program Management unit and the process of overseeing program / project alignment, design, monitoring, evaluation, accountability, and learning
Keep track of team/unit/departmental KPIs
Enhance team competencies through coaching, learning, and other development activities
Others
May be tasked to lead or be part of special projects
REQUIREMENTS
KNOWLEDGE
Familiarity with ALKFI programs, projects, and advocacies
Project Cycle Management

Frameworks on Development Management, Community Development, Integrated Area Development
Donor Report Requirements
EXPERIENCE/Educational Attainment Required
Graduate of Statistics, Sociology, Development Studies, and other relevant courses
At least 10 years of professional work experience
At least 3 years experience in non-profit/development project management and M&E
Experience in implementing various data collection activities (FGDs, research, surveys, etc.)
SKILLS
Excellent research and data analysis skills
Excellent verbal and written communication skills
Ability to manage interdepartmental relationships
Detail oriented and data driven
Time management and multi-tasking skills
Highly experienced with project coordination, management, performance monitoring, and impact assessment
