Job Description
RESPONSIBILITIES
POSITION SUMMARY:
Primarily responsible for the administration, direction, and supervision of the total procurement operation for ALKFI.
Exercise overall management of the procurement unit
Attend internal and external functions involving the operations of the group
STAFF SUPERVISION
Responsible for supervising the staff in fulfillment of their individual Productivity Improvement Plan and in compliance to PMS requirements and based on the prescribed timetable
POLICY/SYSTEM ADMINISTRATION
Review and recommend policies/systems and procedures related to specific areas of responsibility
OTHERS
Perform other functions as may be directed by the Logistics Head.
MAJOR DUTIES AND RESPONSIBILITIES
ACTUAL TASKS, ACTIVITIES, AND PROJECTS UNDERTAKEN:
Responsible for the direction and supervision of the entire procurement operation utilizing a staff of two procurement agents/buyers.
Receives and reviews all procurement requests for completeness and identification of services/commodities required and established requirements, determines priorities, and develops work schedules.
Ensures the least disruption to operations and the most effective and efficient means of accomplishment.
Ensures the accurate completion of all procurement requests to include the proper documentation of materials and cost expenditures.
Reviews vendor database regularly and provides guidance to subordinates for maintaining and gathering various information from available resources.
Carries on a close continuing relationship with vendors, suppliers, and contractors to remain current and keep abreast of market conditions, pricing, and availability as well as resolving procurement problems.
Reviews, revises and/or concurs with purchase orders, bids, analysis of bids, price quotations, and other procurement correspondence/documentation prior to submission to the Logistics Head.
Evaluates performance of subordinates on a yearly basis as a rating official.
Analyzes and resolves any of a wide variety of problems encountered through coordination with contractors, suppliers, etc.
Monitors all outstanding purchase orders and requisitions to ensure fulfillment or cancellation without loss of funds.
Maintains required administrative files and records pertaining procurement.
Submits various procurement related reports to the Logistics Head, as required.
STAFF SUPERVISION
Responsible for supervising the procurement staff in ensuring compliance to company guidelines:
Monitor staff performance and institute corrective actions, when needed
Evaluate staff performance based on approved PCPs
STAFF DEVELOPMENT
Provide staff with the necessary orientation and education activities related to procurement
Recommend and undertake appropriate training activities for the staff
Promote well-being of staff for enhanced productivity
FINANCIAL OBJECTIVES
Maintains familiarity with local market conditions and negotiates with vendors/suppliers/contractors to obtain best pricing, discounts, and rapid service.
POLICY/SYSTEMS/ADMINISTRATION/COMPLIANCE
Recommend systems/procedures for the improvement of task delivery related to specific areasof responsibility
Ensure understanding of ALKFI Vision-Mission-Values and compliance with ALKFI/HRD policies, procedures,and audit recommendations
Ensure the implementation of performance planning, monitoring and evaluation, and personneldevelopment planning in the Department
REQUIREMENTS
I. KNOWLEDGE
Possess considerable knowledge of the local market practices and the capability/reliability of local suppliers as well as local pricing customs and practices.
Must be able to obtain a detailed knowledge of procurement regulations, instruction, and policies and procedures.
II. EXPERIENCE/Educational Attainment Required
At least 3 to 5 years of progressively responsible experience in the procurement field or a closely related administrative field is required. Experience should include purchasing, estimating, planning, cost/budgetary preparation, and supervision/management. At least 1 year supervisory experience is required.
College degree with business administration, accounting and other related courses
III.SKILLS
Problem Solving Challenges and Difficulties of the Job:
Possess skill and ability to perform and direct all procurement transactions to includeidentification of proper sources, analyzing requirements, evaluating estimates andensuring the most cost effective, advantageous methods of procurement are utilized.
Possess the ability to use tact and sound judgment when dealing with customers as well as carrying on a good working relationship with outside contacts.
Possess the initiative, resourcefulness, and decisiveness to work and act independently.
Ability for Collaborative, Partnership and Developmental Work:
Firm leadership in implementing ALKFI's policies and procedures
