Job Description
JOB SUMMARY:
The Procurement Supervisor is responsible for ensuring that all supplies and materials (except milling wheat) needed for plant operation are available within the specified time of usage, procured at the best price and terms without sacrificing the quality of goods required by the end users.
The position is also responsible for supervising the duties and responsibilities of the Buyers at the plant site.
DUTIES AND RESPONSIBILITIES :
Procurement of Raw Materials and Supplies
1. Generates, updates and maintains raw material supply plan and forecast for macro raw materials with close coordination with other pertinent departments.
2. Ensures that suppliers are well-informed about requirement specification by confirming and clarifying complex orders with the internal customers.
3. Processes all approved purchase requisitions of raw materials and supplies by conducting bidding procedures or canvassing with different suppliers. Negotiates for best price and terms possible for all purchases and continuously updates price monitoring.
4. Prepares recommendation summary from analysis of price offers as basis of issuance of purchase orders and awarding of contracts to suppliers.
5. Monitors status of the purchase orders and ensures the timely delivery at the right place, with the right quality and quantity of raw materials and supplies ordered. Keeps the internal customers informed of the status of their purchase orders at all times.
6. Verifies and investigates problems on purchase orders (e.g. shipping or back-order delays, issuance of credit payment) and coordinates with appropriate parties to resolve said issues and concerns.
7. Ensures timely payment to suppliers by mediating in billing reconciliations between supplier and Accounting for settlement of invoice discrepancies for actual raw materials and supplies ordered and delivered.
Supplier Management
8. Secures renewal and completion of supplier Accreditation requirements on a yearly basis for items being handled.
9. Assesses the accredited suppliers' competence under annual Vendor Performance Evaluation Rating wherein compliance with purchase order agreements is being monitored and reviewed.
10. Updates and maintains filing database for Accreditation and Vendor Performance Evaluation Rating and provides feedback to suppliers.
11. Manages existing supplier relationships to ensure continuity of delivery of materials, supplies or services that meets performance standards of the company while seeking new ones.
Supervisory Responsibility
12. Oversees renewal and completion of annual Supplier Accreditation and Vendor Performance Evaluation Rating report for items being handled by Buyers.
13. Generates required regular reports by collecting, analyzing, calculating, compiling and summarizing information.
14. Supervises and monitors performance of Buyers in all manners of the day-to-day operations to ensure that Procurement is able to accomplish and meet its deliverables on time.
15. Conducts performance appraisal as scheduled and required. Identifies and recommends to Procurement Manager developmental training needs of subordinates.
16. Assists in interviewing, hiring, and training employees; planning, assigning, and directing work; rewarding and disciplining employees; addressing complaints and resolving Procurement department's problems.
Other Tasks
17. Maintains historical information by filing POs and related documents.
18. Makes recommendations, and assist with developing procurement policies and guidelines and administrative procedures.
19. Ensures compliance of food safety based on the standard requirement of 5S, HACCP/GMP & ISO.
20. Performs related work as maybe assigned by the immediate superior.
Qualifications
EDUCATIONAL REQUIREMENT:
Bachelor's degree, preferably of a business-related or engineering course
WORK EXPERIENCE REQUIRED:
3 - 5 years experience in procurement, preferably in feed mill operation
At least 2 years experience in a leadership role
CRITICAL SKILLS OR COMPETENCIES REQUIRED:
In-depth knowledge in procurement procedures, logistics, inventory management, and feed mill operations
Buying and negotiation skills
