This position is an individual contributor that provides leadership in the supply chain, subcontracts functional area and is primarily engaged in subcontract strategy activities that establish the direction of a department, function, client requirements and project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities and well versed with international requirements. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs. This position conducts work directly related to management or general business operations in an organization or functional area. The work requires advanced knowledge gained from a prolonged course of specialized instruction, experience, and expertise. The position includes work requiring the consistent exercise of discretion and independent judgment with respect to matters of significance.
Scope
In coordination with Project Management and Client Team, this position develops the bid/award negotiation strategy for CONUS AND OCONUS projects, allocating decision-making authority and task responsibilities to appropriate subordinates, utilizing their time, skills, and potential effectively, planning proper assignments of personnel and appropriate allocation of resources. This role assures, compliance with all statutes, FAR, and contract terms and conditions, Technical and Professional knowledge for this position should be having achieved a satisfactory level of technical and professional skills/knowledge in job-related areas and remain aware of current developments and trends in areas of expertise. This position requires committing to an action after developing alternative courses of action that are based on logical assumptions and factual information and that take into consideration resources, constraints and company values.
The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of helping to improve the Corporation's overall business performance, deliver added value to our shareholders, reduce leakage, and promote consistent and cost-effective solutions across strategic business units, projects, and locations. This position provides oversight for contract management activities on Fluor projects generally as a lead over several minor or a few major contracts within a Fluor project. This role assures, through assigned contract administrators, compliance with all statutes, regulations, and contract terms and conditions. The position requires the contract manager to report to project, department and company senior leadership on the health of the assigned project(s) participate in developing and approving contracting strategies generally directly reporting through an intermediate senior contract manager. The individual will review and approve contract awards with their delegated authority. The Principal, Contract Manager will provide limited supervisory oversight but will act as a lead for the contract execution of assigned contracts and provide training to contract administrators on Fluor's and Project practices.
Principal Job Duties:
. Leads subcontracting activities on a large CONUS AND OCONUS projects
. Formulate contracting strategy for individual contracts that are compliant with the Federal Acquisition Regulations and international regulations.
. Perform resource survey and contract risk assessment issue report of findings
. Develop and utilizes Master Document
. Support, guide, and implement changes in systems, processes, and procedures
. Assess resource needs prepare manpower and indirect estimates develop and manage budgets for individual contracts
. Participate in, and provide input to, project proposals, including formal presentations
. Review and approve award recommendations from a commercial aspect
. Review Contracts task force activities (e.g., project budget and staffing mix, Project Contracting Plans, Request for Proposal bid evaluations, contracts, and monthly reports, etc.)
. Experience working on international assignments
. 25%+ Travel to site locations is required to oversee contract operations
. Provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities ,and timely performance feedback
. Leverage internal and external resources to administer policies and procedures consistently across all business lines, functions, and locations
. Analyze situations, identify and forecast pertinent problems and evaluate realistic options and recommend/implement appropriate course of action
. Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
. Maintain compliance with all applicable policies, procedures, and global standards
. Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
. Effectively develop and apply the Core Skills to the job
. May need to travel to attend to business related matters
. Meet expectations on attendance and punctuality

Basic Job Requirements
. Accredited four (4) year degree
. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
. Job related technical knowledge necessary to complete the job
. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines
. Ability to attend to detail and work in a time-conscious and time-effective manner
. Thorough understanding of the FARs (Federal Acquisition Regulations)
Preferred Qualifications
. Accredited degree or global equivalent in Business, Construction Management, or Law
. Eight (8) years of contract management, subcontract administration, and procurement experience supporting base operation support, engineering and construction projects
. Experience developing negotiating contract terms and conditions specifically for contracts related to services, construction, engineering, materials and equipment installation
. Strong understanding of contracting principles and legal terms and conditions
. Experience with administering the Request for Proposal (RFP) process for contractors
. Experience in managing the Contractor pre-qualification process
. Experienced in negotiating commercial terms and the final contract price with bidders
. Experienced International traveler
. International project and proposal experience a plus
. Contract Management experience in field and home office locations
. Lump Sum Contract Management experience a plus
Good understanding of the Federal Acquisition Regulation
. Experience with Government Audits such as CPSR and Incurred Cost
. Administrative and organizational skills
. Some basic knowledge of contract types and terms
. Understand and implement practices and procedures
. Excellent communication skills
