POLLUTION CONTROL OFFICER
 
JOB DESCRIPTION
 
The Pollution Control Officer (PCO) is responsible for ensuring compliance with environmental, health, and safety standards, while overseeing pollution control initiatives, hazardous waste management, and regulatory reporting to DENR and other relevant agencies.
 
A. Occupational Health & Safety (OHS) Management
Identify, correct, and prevent unsafe acts and hazardous conditions in the workplace.
Ensure that the Operations Safety and Health Plan is prepared, updated, and properly implemented.
Participate in planning and coordination meetings to identify health and safety risks related to daily operational activities.
Investigate work-related accidents and incidents and recommend preventive measures.
Develop, implement, and enforce safety policies, standards, and procedures aligned with regulatory requirements and best practices.
Recommend appropriate personal protective equipment (PPE) and ensure workers are trained on proper usage and safe operation of tools and equipment.
Conduct regular site inspections and safety audits to verify compliance and assess hazard exposure.
Maintain and update safety documentation, manuals, permits, and training records.
Perform other related duties as may be directed by the Immediate Supervisor or General Manager.
B. Environmental Compliance & Pollution Control
Supervise the proper operation, maintenance, and performance of the Company's Pollution Control Facilities.
Attend and comply with requirements of the Department of Environment and Natural Resources (DENR) and other regulatory agencies for the application, renewal, and maintenance of environmental permits.
Prepare and process required environmental documentation such as COT, MOA, Sludge Manifest, Trip Monitoring Reports, Trip Pass, Self-Monitoring Report (SMR), Compliance Monitoring Report (CMR), and PTT applications.
Ensure proper handling, treatment, and disposal of hazardous and non-hazardous waste, and secure Certificates of Treatment for hazardous waste generated by the Company.
Conduct planned and unplanned environmental audits to verify adherence to environmental procedures and regulatory standards.
Maintain an environmental document control system including registration, filing, labeling, encoding, and indexing of relevant records.
Conduct periodic assessments and submit compliance status reports to management.
Perform parts checking against documents prior to authorization of disposal to ensure compliance and traceability.
Perform other tasks related to environmental compliance as may be assigned by the Immediate Supervisor or General Manager.
QUALIFICATIONS
Graduate of Chemical Engineering, Mechanical Engineering, Environmental Science, or related technical field.
Preferably with at least 2 years' experience as a Pollution Control Officer or in a related Health, Safety, and Environment (HSE) role.
With Basic Occupational Safety and Health (BOSH) Training.
With Basic Pollution Control Officer Training (DENR-accredited), an advantage.
Strong analytical and documentation skills with excellent verbal and written communication.
Proficient in Microsoft Office applications (Excel, Word, PowerPoint).
Detail-oriented, organized, and capable of coordinating with regulatory agencies and internal stakeholders.
